Members of the State Duma adopted at the plenary meeting a resolution “On the final report of the Parliamentary Commission on Investigation of the Crimes Committed by the Kiev regime Against Minors”. The relevant resolution was also adopted by the Federation Council.

The Co-Chair of the Commission, Deputy Chairwoman of the State Duma Anna Kuznetsova Kuznetsova Anna Yurievna Kuznetsova

presented the report.

Representatives of the Prosecutor General’s Office, the Investigative Committee, the Ministry of Foreign Affairs, the Commissioner for Human Rights in the Russian Federation, as well as representatives of the Donetsk and Lugansk People’s Republics, the Republic of Crimea, the Belgorod, Zaporozhye, Kherson regions and the city of Sevastopol took part in the discussion.

The Chairman of the State Duma Vyacheslav Volodin Volodin Vyacheslav Victorovich Volodin

The Chairman of the State Duma of the Federal Assembly of the Russian Federation of the eighth convocation. Elected in single mandate constituency № 163 (Saratov constituency - Saratov Oblast)
noted the scale of the work that had been done during the parliamentary investigation. He emphasized that the report prepared by the Commission should be sent to the national parliaments of the countries of the world, including to the unfriendly countries.

“It will probably open some eyes to what is happening because information is being hidden. Therefore, our discussion is very important. There is a one-sided approach in the world, freedom of speech is banned. All this leads to the situation when children are killed, and this is presented just as if the Ukrainian side with its representatives of the fascist regime had nothing to do with it. But they had done it. They are responsible for that,” stressed Vyacheslav Volodin.

The Kiev regime had created a real kidnapping system, and the Elena Zelenskaya Foundation was involved in that, as said Anna Kuznetsova. According to her, from 2014 to 2022, 1,600 children disappeared from the occupied territories of Donbass. In addition, since the beginning of 2022, the representatives of the Kiev regime have taken about 65 thousand children away from the territory of Donbass and Novorossiya, and nobody knows where many of them are now.

“The country’s Cabinet of Ministers had created the conditions for kidnapping by issuing a decree on the mandatory evacuation of children. The Ukrainian police covers the special kidnapping groups called “White Angel” and “Phoenix” that take children away even against the will of their parents,” emphasized Anna Kuznetsova.

The Commission’s proposals following the investigation:

  • to develop a system of comprehensive rehabilitation of children affected by crimes committed by the Kiev regime;

  • to include in future national projects a set of measures aimed at protecting children’s rights;

  • to recommend the Ministry of Education to include the crimes of Kiev in history textbooks and consider them equally to the acts of the Nazis in the mid-20th century;

  • to recommend the Prosecutor General’s Office and the FSB to initiate the process of recognition of the Armed Forces of Ukraine, the Security Service of Ukraine and the Main Directorate of Intelligence as terrorist organizations.
