The Chairman of the State Duma of the Federal Assembly of the Russian Federation of the eighth convocation. Elected in single mandate constituency № 163 (Saratov constituency - Saratov Oblast)
held a meeting with the President of the Republic of the Union of Myanmar Min Aung Hlaing. Issues related to development of inter-parliamentary dialogue between the two states were discussed at the meeting.
“Our meeting will give an additional impetus to the development of dialogue within the parliamentary dimension. Today’s negotiations will become a good foundation for intensifying cooperation,” emphasized the Chairman of the State Duma addressing Min Aung Hlaing.
Russia and Myanmar have a lot of in common: both states have stood for development of cooperation, as noted Vyacheslav Volodin. “We are supporters of building multipolar world on the principles of reciprocity, friendship, non-interference in the internal affairs of sovereign states, and absence of double standards,” he said.
The Chairman of the State Duma also emphasized that the dialogue established by the President of Russia Vladimir Putin and the President of Myanmar “is a good basis for strengthening inter-parliamentary cooperation between the two states”. “We, for our part, will do everything possible to provide all the necessary legislative support to implement the decisions reached at the level of heads of states,” he added.
According to the Chairman of the State Duma, during his meeting with the Speaker of the Pyithu Hluttaw of the Pyidaungsu Hluttaw of the Republic Khin Yi, they discussed the possibility of signing an agreement on inter-parliamentary cooperation. “If you support us, we will do our best to build our relations within the framework of the parliamentary dimension, including, at the level of relevant committees and make them more effective,” he added.
A great importance is paid in Russia to the humanitarian cooperation, especially in such areas as tourism and education, and there is confidence in the development of inter-regional ties, as noted Vyacheslav Volodin. He recalled that this year the State Duma has ratified two intergovernmental agreements with Mayanmar: on mutual protection of citizens from abuse in the field of international justice and on protection and promotion of investments.
The President of Myanmar expressed hope that his visit to Russia would give positive results for development of bilateral cooperation. According to him, the Parliament of the Republic is interested in the State Duma’s experience in improving legislation. “If we have a close cooperation with you, our Parliament will have a good opportunity to study it and use it for the benefit of our nation,” added Min Aung Hlaing.
The Chairman of the State Duma stressed that “each state has a right to build its political system based on its traditions and will of the people.” “For our part, we will do everything possible to develop our relations on the principles of friendship and trust,” he said.
“A democratic system should have political honesty, discipline and transparency. Thus, I will support all these approaches and develop them. In our country, the Parliament was created by the will of the people,” said Min Aung Hlaing.
The President of Myanmar invited a delegation of the State Duma to pay a visit to the Republic. Vyacheslav Volodin recalled that the parliamentary elections will be held in Russia this September, and members of the new convocation of the State Duma will be known only after the results of the elections.
The Chairman of the State Duma also invited the leader of Myanmar to address the members of the State Duma during his next visit to Russia.
Russia-Myanmar dialogue is developing consistently. Earlier, in March 2025, Vyacheslav Volodin and then Prime Minister of the Republic of the Union of Myanmar Min Aung Hlaing discussed the relevant issues of bilateral cooperation. The other meeting with the Speaker of the Pyithu Hluttaw of the Pyidaungsu Hluttaw of the Republic Khin Yi took place in Brest this June on the sidelines of the International Forum “Great Heritage – Common Future”. The topic of negotiations included the concrete steps to enhance cooperation between the two states within the parliamentary dimension.
