Statement of the State Duma on removal of the Republic of Cuba from the list of States sponsors of terrorism of the Department of State of the United States of America

The statement was adopted unanimously by members of the State Duma at the plenary meeting
The State Duma building

The deputies of the State Duma of the Federal Assembly of the Russian Federation consider it inadmissible, deprived of common sense and not corresponding to contemporary realities to keep the Republic of Cuba on the list of the States sponsors of terrorism of the State Department of the United States of America.

Cuba faithfully fulfills its international obligations and contributes to finding political solutions, including a solution to the long-standing armed conflict in Colombia as a guarantor State. The inclusion of Cuba in that list was an act contrary to the interests of the Colombian negotiation process. At a time when peace talks are underway between the Colombian government and the National Liberation Army, this move has nothing to do with international efforts to combat terrorism and its sponsors. It is nothing but an expression of politically motivated cynicism on the part of the United States, a continuation of the unlawful inhumane blockade of the Island of Liberty, a policy of sanctions designed to enforce a ban on all financial transactions of Havana.

The pressure exerted by the United States on Cuba is a blatant example of interference in the internal affairs of a sovereign State and unfair conduct of inter-State relations using restrictive measures. The deputies of the State Duma strongly reject such unilateral measures against Havana and consider any elements of pressure on the Cuban Government and citizens of this country to be absolutely unjustified and unacceptable.

American restrictions have a destructive impact on the process of full-scale integration of Havana into the global financial and economic architecture and limit the rights of Cuban citizens to a decent life.

The deputies of the State Duma believe that the immediate removal of the Republic of Cuba from this list will contribute to the building of a multipolar world based on the balance of interests and the principles of equality and justice.
