Members of the State Duma denounced the Framework Convention of the Council of Europe for the Protection of National Minorities

Members of the State Duma at the plenary meeting supported the decision to denounce the Framework Convention of the Council of Europe for the Protection of National Minorities. The law was initiated by the President of the Russian Federation.

“The Committee of Ministers of the Council of Europe on September 27, 2022, adopted the resolution and significantly limited the powers of the Russian expert in the Advisory Committee, created to monitor the implementation by the States Parties to the Framework Convention of their obligations in the field of protection of national minorities,” says the explanatory note to the document.

In addition, that monitoring mechanism does not let Russia participate in developing solutions to address issues of interest and monitor at the international level cases of violation of the rights of national minorities, primarily the Russian-speaking people in foreign states.

“Taking into account that withdrawal from this international treaty will help prevent discriminatory attitude towards the Russian Federation within the framework of this monitoring mechanism of the Council of Europe and will not affect the rights of national minorities, it is proposed to denounce the Framework Convention,” the document says.
