Irina Yarovaya suggested that the world parliaments should request information on Pentagon’s activities on their territories

On Monday, February 6, a meeting of the Parliamentary Commission on Investigation into Circumstances Related to the Creation of Biological Laboratories by the US Specialists on the Territory of Ukraine was held at the State Duma. Members of the Commission discussed the analysis of the DTRA report (the US Defense Threat Reduction Agency) on activities in Ukraine.

, Jeffrey Sachs, an American scientist who chaired the Lancet commission investigating the COVID origin, agreed to communicate and cooperate with parliamentarians. Members of the Commission will also discuss with him relevant issues via videoconference on Monday.

Country of lies

The parliamentary investigation into the activities of the US military laboratories in Ukraine aroused interest in the world and raised concerns of US citizens, according to Irina Yarovaya. She recalled that the Commission had earlier revealed the fact that the programme, which Washington called as a biomedical programme and being implemented by Pentagon structures, in fact, it was a military programme.

“This information was kept secret from the US citizens, as well as from the whole world, and was described as ‘humanitarian information’. But activities with potential agents of biological weapons are prohibited, such information hiding meant that Washington was not ready to report to the citizens of the country,” emphasized Irina Yarovaya.

According to the Deputy Chairwoman of the State Duma, members of the Commission had repeatedly noted the role of DTRA, Black & Veatch and other Pentagon structures in the implementation of the biological project in Ukraine. “Russia has called for an international investigation and this position remains unchanged,” she added.

Interest of independent specialists

The Co-Chair of the Parliamentary Commission noted the publicity and openness of the work, and also said that the facts revealed during the investigation were carefully studied by the public and journalists from other countries.

“As a result, the public organization Judicial Watch requested a report on the activities of the DTRA in Ukraine. This report was sent by the DTRA to the jourknalists, but it contained a lot of gaps and a lot of information was deleted due to secrecy,” said Irina Yarovaya.

She added that American journalists conducted an additional investigation and published information that “sheds light on those people who were involved in the DTRA programme.” They mentioned five scientific Ukrainian centers, three contractor organizations working in Ukraine, seven leaders and 30 Pentagon employees.

Irina Yarovaya also drew attention to the fact that DTRA activities in Ukraine fall under the protection of special bilateral agreements. “In fact, the United States of America received judicial immunity to conduct experiments on the citizens of the country. Ukraine has made commitments not to hold accountable, not to initiate any legal proceedings and to compensate for the damage to the United States of America and its personnel,” she said and added that all activities were performed “in violation of any notions of national sovereignty.”

Global biological reconnaissance system

An analysis of the DTRA report by the Commission proved that the Pentagon purposefully and systematically had been creating a global biological reconnaissance system.

“We are talking about the introduction of the PACS system, which allows American specialists to continuously monitor and control the work, movement and use of all especially dangerous pathogens, especially in laboratories around the world where this programme is being implemented,” emphasized Irina Yarovaya.

The Deputy Chairwoman of the State Duma also mentioned another DTRA development, Electronic Integrated Disease Surveillance System (EIDSS), a multi-level data collection and analysis platform. The programme collected information from grassroots medical institutions and veterinary organizations in Ukraine and send it to DTRA employees in the United States of America, as said Irina Yarovaya.

“Washington’s biomedical project in Ukraine is only of a military nature, aimed at collecting genetic material, researching enhanced properties of dangerous pathogens that are potentially classified in the world as agents of biological weapons,” stressed the Co-Chair of the Parliamentary Commission.

Irina Yarovaya also recalled that Ukraine's humanitarian problems, such as the world's top in the incidence of measles, the rapid growth in the number of people infected with tuberculosis and COVID, did not make the USA provide assistance: “Washington's interests in Ukraine were only related to deadly viruses and pathogens”.

“I propose to appeal to all the parliaments of the world with a proposal to request information on the biomedical activities of the DTRA and other Pentagon’s structures on the territory of their countries, so that the parliaments would appeal to the DTRA with a request about what kind of activities the DTRA and structures affiliated with the Pentagon called as medical and biological research are being conducted on the territory of their sovereign states,” suggested Irina Yarovaya. The DTRA report will also be sent to all parliaments, including the US Congress, according to the Co-Chair of the Commission.

She is convinced that such an approach will help “make all secrets public”. “And to correlate these secrets with the interests of the life and safety of their citizens, while there is still such an opportunity,” concluded the Deputy Chairwoman of the State Duma.

In addition to the appeal, the Commission continues to work on the final report which will contain the results of the parliamentary investigation, according to Irina Yarovaya. It is planned to present it by March 15. “We can already say that this will be a serious document containing deep detailed analysis and serious proposals, that definitely are important for the security of Russia and for global security measures,” she added.

had repeatedly stressed the need to investigate the activities of US biological laboratories.

The Parliamentary Commission consists of 14 members of the State Duma and 14 senators. The Deputy Chairwoman of the State Duma Irina Yarovaya and Deputy Speaker of the Federation Council Konstantin Kosachev are the Co-Chairs of the Commission.
