Irina Yarovaya: scientific potential of the Kurchatov Institute helps Russia to create its own way of development

, there was held the second meeting of the scientific advisory council under the Parliamentary Commission on Investigation into the Circumstances Related to the Creation of Biological Laboratories by the US Specialists in Ukraine at the National Research Centre “Kurchatov Institute”.

Following the meeting, Irina Yarovaya noted a very informative and substantive discussion.

“Today we are fully convinced that Russia’s special operation aimed at protecting the DPR and LPR has helped to reveal a very serious problem — a problem that actually will determine the future not only of Russia, but the future of the world,” stressed the Co-Chair of the Commission.

Legislative decisions

Irina Yarovaya also recalled that a draft law had already been adopted in the first reading, according to which a state information system and a national repository of genetic information would be created.

“The most respected and most experienced reputable scientific institution — the centre where we are now: the Research Center “Kurchatov Institute” will manage this information system. The scientific potential of the Kurchatov Institute has the highest technologies that help Russia to create an independent way of development in all areas,” added Irina Yarovaya.

The Deputy Chairwoman of the State Duma added that the working groups of the Commission on Medicine, Science and International Law, had already started working on comprehensive proposals prepared by the Institute's specialists.

“These are proposals of a very high level prepared by the Kurchatov Centre. They already contain a specific algorithm of actions that will make it possible in the short term to develop the most important decisions on biosafety and biosovereignty of Russia,” she stressed.

Irina Yarovaya added that the Commission planned to prepare comprehensive proposals, including for amending legislation, by the start of the autumn plenary session.

Addressing the challenges

The President of the Kurchatov Institute Mikhail Kovalchuk said that the creation of the Centre 80 years ago was a response to the US nuclear challenge. Then, in wartime conditions, there was laid the foundation for the development of a new kind of energy and strategic security.

“There is a new challenge now. This challenge differs from the atomic one, it is not visible, and it is not obvious to most living people. But this challenge is much more terrible,” said Mikhail Kovalchuk.

The scientists had realized that and started working on the formation of a research pool aimed at studying a new life, as said the President of the Kurchatov Institute.

“As we have responded to the challenge of the nuclear threat, we will also address the challenge of the biological security threat,” he stressed.

Biotechnologies for humanitarian development

According to Irina Yarovaya, the Commission is convinced that the technologies created by the United States of America are of an aggressive nature. That is the reason why they are implemented by the military department — the Pentagon.

“Today we have a unique chance as a country to take comprehensive measures that would ensure the strategic security of Russia, and to accumulate all Russia’s scientific and technological potential, predetermining the use of biotechnologies for the humanitarian development,” emphasized Irina Yarovaya.

The Deputy Chairwoman of the State Duma stressed that today “we cannot afford the opportunity being unwarned and not understanding what products and medicines are supplied to Russia”.

“We are very grateful to the Centre and Mikhail V. Kovalchuk for such serious discussion. We agreed to work together. The Commission will consider the set of proposals and that were have discussed today,” concluded Irina Yarovaya and added that all ideas would be included in the dossier and report that would be presented to both chambers of the Parliament, the Government and the President.

The creation of the Parliamentary Commission of the Federal Assembly of the Russian Federation on investigation into the circumstances related to the creation of biological laboratories by the US specialists on the territory of Ukraine was initiated by the State Duma.
