The report of the Ministry
of Health on reducing the negative impact of dangerous biological risks should
be considered as an annual state report on the implementation of state policy
in the field of biological safety and development of biological technologies. It
is also necessary to develop a procedure for the preparation and consideration
of the report with the participation of the Parliament. That was announced on Friday, July 1, by the Deputy Chairwoman of the State Duma, Co-Chair of the Parliamentary Commission on Investigation into the Activities of the US Biological

A meeting of the Parliamentary Commission on Investigation into the Activities of the US Biological Laboratories in Ukraine was held at the State Duma today. The Deputy Prime Minister Tatyana Golikova took part in the meeting as an expert.
Irina Yarovaya recalled that since 2006 the Ministry of Health should submit reports to the Government of the Russian Federation on biological threats and government measures aimed at reducing the negative impact of biological risks.
“This report is departmental, local. Taking into account the changing situation in the world, the huge interest of the United States of America in military biological projects and the persistent refusal to cooperate with Russia and other countries in the framework of the implementation of the requirements of the Convention on the Prohibition of Biological and Toxin Weapons on mutual confidence basis, we simply have to level up the report, consider it as state report”, said the Deputy Chairwoman of the State Duma.
The Co-Chair of the Commission noted the fact that the current legislation has the definition of state reports, which fully comply with the national security interests. “By leveling up the coordination and common responsibility, we will be able to properly correlate world current threats and the possibility of creating our own measures ensuring the protection of national interests, lives and safety of our citizens,” said Irina Yarovaya.
In this regard, the Deputy
Chairwoman of the State Duma proposed to consider the possibility of amending
the legislation on the status of a state report and call the report of the Ministry of Health the state report. In her opinion, it is also necessary to develop
a procedure for its preparation and consideration, including with the participation of the Parliament.
The relevant amendments to the legislation could be prepared and considered during the autumn session of the State Duma, as said Irina Yarovaya. “If we make such decisions, then within the framework of our Commission, I am ready to prepare legislative norms. And we will be able to propose to the State Duma, the Federation Council and the Government in the autumn session to decide on these most important strategic decisions,” she said.
“Taking into account the facts revealed during the parliamentary investigation into Pentagon’s dangerous military biological project on the territory of Ukraine, we simply should develop comprehensive additional security measures for our citizens,” stressed the Co-Chair of the Commission.
The meeting participants also discussed the worldwide outbreak of monkeypox. According to Irina Yarovaya, the emergence of a non-typical disease “from an unknown source” is alarming and we should wonder “what hidden threats could pose the Pentagon’s military biological project.”
“We cannot ignore outbreaks of any disease in the world. Today, during our discussion with the Deputy Prime Minister Tatyana A.Golikova, we heard full confirmation that today the Government of the Russian Federation assess fully those important tasks that are set by the President as part of the biological safety strategy and are aimed at preserving and protecting lives of citizens from any epidemics,” added the Deputy Chairwoman of the State Duma.
Russia gave the world a chance to stop this dangerous project before irreversible consequences happened, as said Irina Yarovaya.
