“Internet is
developing, thus, we need to develop measures that would help to solve all
those new challenges and should be commensurate with its dimension and power of influence. Such measures should be developed together at the interstate level.
It would be right if international organizations, first of all,

“For our part, we will try to raise this issue at the CSTO PA meeting, and we will also propose to discuss it at PACE and at different international meetings,” added the Chairman of the State Duma.
He recalled that 30 years ago, on 17 May 1991, the World Wide Web standard “www” was officially approved.
“Many people consider this date to be the birthday of the Internet. In 2001, only 3.6% of the Russian population used the Internet. In January 2021 that number reached 85%. That’s more than 23 times growth. Launch of new web-sites, and then the social networks, has become a serious factor in the development and transformation of the entire world community. The Internet has become a part of our life. It has provided a lot of new opportunities for development. But there are also loopholes that can be used for abuse and crimes in the Internet,” said Viacheslav Volodin.
In his opinion, growth in the number of Internet users brings new problems, for example, Internet can be used for selling drugs, disseminating pornography involving children, extremist and terrorist information, and as an instrument of political pressure.
The Chairman of the State Duma added that some international IT companies were trying to dictate their own rules in the information space. “And we see how the foundations of the global Network are undermined to just to serve someone’s political interests. The principles of freedom of speech and the right to disseminate information are ignored. “Undesired” web-sites are blocked by someone's will, without any legal basis, only because they posted “wrong” point of view. That is unacceptable,” concluded Viacheslav Volodin.
