The Chairman of the State Duma of the Federal Assembly of the Russian Federation of the eighth convocation. Elected in single mandate constituency № 163 (Saratov constituency - Saratov Oblast)
recalled that the United Nations Organization was established after
World War II. “Then the agreements involving the interests of third countries,
in fact, were reviewed for compliance with the principles approved by the UN,
which enshrined the sovereign equality of all members of the Organization,” he
wrote in his Telegram channel.
The effectiveness of the UN structures and the reached agreements on building relations between the countries have helped to keep the world from another “big war”, as stressed the Chairman of the State Duma.
“Today, many of post-war agreements ensured peace and security become things of the past. The influence of international institutions is weakening. They are trying to revise those agreements in the political interests of those claiming world leadership. That creates serious threats to peace and stability. It destroys all foundations of collective cooperation against all revanchist manifestations and revival of Nazism,” said Viacheslav Volodin.
He stressed the importance of protection of the UN fundamental principles, the strategically important agreements and the prevention of the loss of influence of those international structures that had proven their effectiveness.
First of all, the UN and its Security Council. Viacheslav Volodin recalled the initiative of the Russian President Vladimir Putin to hold summit of five permanent members of the UN Security Council (Russia, China, USA, UK, France). “It is necessary to reaffirm their commitment to the principles of the UN Charter. And to commit to acting only in accordance with those principles, including when building bilateral relations”, added the Chairman of the State Duma.
“The responsibility of the world leading states is to prevent the escalation of tensions. The tension is growing. There are different reasons. Some states want to impose their vision of the world order. Some states try to solve internal problems using external factors. Others want to have their own benefit even using their friends-allies not taking into account their national interests,” wrote the Chairman of the State Duma. He added that the principles on which international law was based were falling apart, previously common UN norms were being ignored, and the practice of double standards became common in politics.
“There will be no confidence in international organizations if the states responsible for the destiny of the world do not develop common standards and rules of conduct,” said Viacheslav Volodin.
He stressed that it would be right for the states to join efforts to find solutions that would help each state to develop effectively, basing on national legislation, while preserving its traditions, culture and way of life. At the same time, continue to share common values, protect the fundamental rights and freedoms developed by humanity.
In this regard, the Chairman of the State Duma stressed the importance of enhancing role of international parliamentary organizations. “Parliamentarians representing the interests of citizens should meet with their colleagues from different countries and, understanding their responsibility, discuss issues that would help to reduce tensions and maintain peace on the planet”, he said. Viacheslav Volodin stressed that PACE, OSCE and the European Parliament had not yet supported such initiative.
