Viacheslav Volodin: it is important for Russia that Kyrgyzstan is a strong and sovereign state, a partner

Cooperation between relevant committees

The meeting participants discussed the resumption of regular flights between the Russian Federation and the Kyrgyz Republic after the restrictions introduced due to the pandemic would be lifted, as well as development of cooperation between the border services of the two countries, and the regulation of labor migration.

Viacheslav Volodin suggested discussing all those issues in details in the relevant committees. He instructed Leonid Kalashnikov, Chairman of the Committee on Issues of the Commonwealth of Independent States and Contacts with Fellow Countrymen, to coordinate further discussion of these issues with other relevant committees.

“Our countries are strategic partners, Kyrgyzstan is a member of the CSTO and that shows the highest level of cooperation, so it is important for us to assist you in solving the relevant issues, and do everything to ensure that those people who come here would feel comfortable, so that they would be able to receive the necessary support when they work in the Russian Federation,” Viacheslav Volodin said.

Official status of the Russian language in the Kyrgyz Republic

The meeting participants also discussed the issue of studying Russian language in Kyrgyzstan. Viacheslav Volodin noted the fact that it is easier for Kyrgyz citizens to get a job in Russia because of the official status of the Russian language in the Republic.

“The strong point of the Kyrgyz citizens is their better knowledge of the Russian language,” he said.

Talant Mamytov stressed that Kyrgyzstan attached great importance to the official status of the Russian language. ”That helps to resolve all political issues, as well as to cooperate at the CSTO PA,” he said. Talant Mamytov added that the status of the Russian language had been discussed during the work on the new Constitution of the Kyrgyz Republic, and most of the participants of the Constitutional meeting supported the preservation of the official status of the Russian language.

Preservation of sovereignty and cooperation

Speaking about the influence on decision-making process, Viacheslav Volodin stressed that ”the future belonged to integration, and you should decide integration with which states is better taking into account various factors.“ He noted that politicians in some countries, when they spoke about integration, “they immediately mentioned the United States, but when they face difficulties, they ask Russia for help.“

“European states have a lot of benefits, but no one welcomes citizens of the CIS member states there,” added Viacheslav Volodin.

“The Kyrgyz Republic has always been and remains a reliable partner of the Russian Federation, as we have long-standing friendship and mutual understanding. I would like to inform you of the firm and principled position that the Kyrgyz Republic is fully committed to all its international obligations and strict implementation of all previously signed bilateral and multilateral treaties and agreements,” stressed Talant Mamytov.

Strong Kyrgyzstan

The meeting participants also discussed the new Constitution of the Kyrgyz Republic. Viacheslav Volodin called on the Kyrgyz side to consider this issue more carefully.

“You should do everything to protect your citizens and the country. It is important for Russia that Kyrgyzstan is a strong and sovereign state, a partner,” said Viacheslav Volodin. He told about the experience of the Russian Federation, when the amendments to the Constitution were adopted after the national vote. All those amendments are aimed at preserving the sovereignty and increasing prosperity of the citizens.

“Time has passed, the situation is changing, and the Constitution is a living organism. But these changes will help us to do everything to ensure that the rights of citizens are guaranteed, that living standards continue to rise, and our sovereignty is protected,” he stressed.

Talant Mamytov invited the CSTO PA representatives to observe the presidential elections in Kyrgyzstan, which will be held on 10 January 2021.

He noted: “We highly appreciate all your efforts to develop cooperation between the Kyrgyz Republic and the Russian Federation, especially to improve the quality of the inter-parliamentary dialogue.“ He added that Kyrgyzstan is interested in developing bilateral cooperation with Russia in all areas.

Talant Mamytov expressed gratitude to the Russian side for provided assistance in the difficult period of the pandemic, in particular, the supply of humanitarian medical aid. Russian specialists helped to cope with the highest rate of illness, as he stressed.

“It is gratifying to note a stable dynamic of bilateral contacts between our countries at a high level,” he said.

Talant Mamytov also invited Viacheslav Volodin to pay a visit to Kyrgyzstan.
