The sixth meeting of the Inter-Parliamentary Commission on Cooperation between the Federal Assembly of the Russian Federation and the National People's Congress of the People's Republic of China was held via videoconference on November 2.
Chairman of the Standing Committee of the National People's Congress of the People's Republic of China, Co-Chairman of the Inter-Parliamentary Commission, Li Zhanshu congratulated Russia on the successful holding of the Sixth BRICS Parliamentary Forum, which was held via videoconference on October 27. The greetings of the President Vladimir Putin to the participants of the Forum showed the great attention of Russia to this event, as he said.
Li Zhanshu also stressed that the leaders of Russia and China, their constant close contacts contribute to strengthening and deepening of cooperation between the two states.
Li Zhanshu thanked Russia for humanitarian aid sent during the pandemic, as well as for the support provided to China.
He noted the role of the Inter-parliamentary Commission in implementing the decisions of the leaders of Russia and China to optimize legal cooperation. Li Zhanshu proposed to make the implementation of the agreements between the President of the Russian Federation Vladimir Putin and the President of the People's Republic of China Xi Jinping, as well as intensification of the exchange of experience in legal work, priorities of the Commission’s work. “We are interested in sharing experience in the field of legal response and countering trade hegemony and restriction measures,” he said. Li Zhanshu is convinced that Russia and China should also support the leading role of the UN in international affairs, and unite to protect global and regional stability. “Russian-Chinese relations have reached the highest level in terms of trust and interaction,” he stressed.

thanked Li Zhanshu for supporting international formats, in particular, the Meeting of Speakers of Eurasian Countries’ Parliaments and the annual Conference of Speakers of the Parliaments of Afghanistan, China, Iran, Pakistan, Russia and Turkey on counter-terrorism and strengthening regional cooperation.
“The dynamics of the development of cooperation between our countries are set by the President of Russia Vladimir V. Putin and the President of the People's Republic of China Xi Jinping. We should do a lot to ensure in the legislation the decisions taken by the leaders of our states,” said Viacheslav Volodin. Russia and China under their leadership had developed a model of cooperation between states based on trust and mutual understanding, as he said.
He also noted the effectiveness of the format of the Inter-parliamentary Commission and proposed to enhance cooperation in the field of regulating the digital economy, creating legal mechanisms to protect national sovereignty and territorial integrity.
The Chairman of the State Duma also stressed that Russia and China supported the idea of strengthening of the central coordinating role of the UN.
Viacheslav Volodin also said, that despite the pandemic, it is necessary ”to overcome the temporary recession [of the economy] as soon as possible and to fulfill the task set by the leaders of our countries — to increase bilateral trade to 200 billion dollars by 2024“.
The Chairman of the State Duma outlined the priority issues of cooperation: strengthening friendship and trust between nations, scientific, technical and innovative cooperation, legislative support to enhance cooperation in the field of biomedical technologies, as well as to exchange of experience in legal regulation of the digital economy, artificial intelligence technologies, and personal data protection.
”It is very important to ensure in legislation solutions of information security issues, counteraction to so-called “colour revolutions” and attempts of foreign interference in the internal affairs of our countries,” stressed Viacheslav Volodin.
Speaker of the Federation Council, Co-Chairperson of the Inter-Parliamentary Commission, Valentina Matviyenko, expressed hope that friendship and cooperation between the Russian Federation and the People’s Republic of China would be strengthened. She noted the special relationship between the leaders of the two states and between Russia and China. There are almost 400 interregional agreements between the countries, as Valentina Matviyenko said, and the most successful measures should be implemented.
She also proposed to exchange experience on the development of vaccines as part of the joint efforts to counter the coronavirus pandemic. Valentina Matviyenko is convinced that the crisis should unite society, and the Russian Federation supports renewal and reconsideration, democratization of international relations. She noted the importance of developing inter-parliamentary formats.
