“The issue of the so-called
trilateral mechanism for responding to crisis situations, which is crucial for Russia and important for the Council of Europe, will be raised at the upcoming session
of the Parliamentary Assembly of the Council of Europe next week,” Petr Tolstoy

The mechanism includes the certain measures that can be taken at the initiative of either PACE, Committee of Ministers, or the Secretary General to a country that violated the basic principles of the Council of Europe.
“We believe that as such a procedure should be exceptional, so such a procedure requires an increase in quorum,” Petr Tolstoy emphasized.

said that now PACE can make a decision, including the deprivation of delegations of credentials for violation of the obligations set by the Statute of the organization by states,
”by votes of at least half of those present at the session, and at least
one third of all the members of the Assembly.“
“This is an unacceptably low quorum, we will try to double it,” the parliamentarian stressed.
