Russian delegation in PACE will raise the issue of clarifying the mechanism for depriving delegations of their credentials

According to Deputy Chairman of the State Duma Petr Tolstoy and Chairman of the Committee on International Affairs Leonid Slutskiy, delegates from Russia will raise the issue of increasing the quorum for taking reactive measures to countries violating the principles of the Council of Europe

The mechanism includes the certain measures that can be taken at the initiative of either PACE, Committee of Ministers, or the Secretary General to a country that violated the basic principles of the Council of Europe.

“We believe that as such a procedure should be exceptional, so such a procedure requires an increase in quorum,” Petr Tolstoy emphasized.

, in turn, said that now PACE can make a decision, including the deprivation of delegations of credentials for violation of the obligations set by the Statute of the organization by states, ”by votes of at least half of those present at the session, and at least one third of all the members of the Assembly.“

“This is an unacceptably low quorum, we will try to double it,” the parliamentarian stressed.
