“The hall in front of me is represented by the diversity of people, the diversity of countries, and this is the best evidence that it is pointless to deny the diversity of our world,” said Irina Iarovaia during the session “International Security: Dialogue of Legislators to Ensure Peace and Stability” at the 2nd International Forum “Development of Parliamentarism”.

“The sovereignty of our countries is the basis of diversity and democracy, which we will talk about a lot on the sidelines of this Forum,” said the Deputy Chairwoman of the State Duma. She stressed that sovereignty is the right to identity and independence.

“Only equal treaties of sovereign states on cooperation and security can be global in the modern world. But there can be no global right to tell sovereign countries what to do by other states,” pointed out Irina Iarovaia.

It is necessary to work with the cause, and not with the consequences

“It is extremely important to find the reasons why in the modern world the original right of every nation to sovereignty and independence is violated,” said Irina Iarovaia.

She also noted that speaking about such international problems as security threats, organized crime, illegal migration, it is necessary to look for their common causes.

“Very often, we do not study the common causes of these common threats that the world is facing nowadays. And because of this, working with each problem individually, we are trying to eliminate the consequences,” said the Deputy Chairwoman of the State Duma.

Political eugenics

Reminding that the UN Charter, like the other main international treaties, was adopted after World War II, Irina Iarovaia said: “What was the basis of fascism? The pursuit of national superiority. Any desire for excellence lies at the heart of modern problems. What today is called the desire for the export of democracy, how is it different from the superiority, when one country assumes the right to declare the existence of a “super democracy”?”

“A new quasi-form of political eugenics appears when some countries and nations are denied the right on evolutionary political development and the establishment of democracy through the traditions and culture of their people,” the Deputy Chairwoman of the State Duma noted.

“Our country and our allies are convinced that the agreements on international security issues that were formed following the results of the Court of Nations, when decisions on equal long-term cooperation and partnership were taken, should be unshakable and unchanging,” she said.

The 2nd International Forum ”Development of Parliamentarism“ is held on the initiative of the State Duma on July 1–3. This year representatives of 132 states participate in the Forum.

About 800 foreign guests and delegations from 14 international parliamentary organizations take part in the events. 41 speakers representing the national parliaments participate in the Forum.

The Forum will also host the Russia-Africa parliamentary conference.
