The Chairman of the State Duma of the Federal Assembly of the Russian Federation of the eighth convocation. Elected in single mandate constituency № 163 (Saratov constituency - Saratov Oblast)
and the Speaker of the Grand National Assembly of Turkey Mustafa Şentop was held on the sidelines of the International Forum “Development of Parliamentarism”, which is being held on July 1–3 in Moscow on the initiative of the State Duma.

“Relations between our parliaments are developing, and we are reaching new forms. This is extremely important, especially within the framework of the relations between our countries, when the Presidents are doing a lot, and we should legally ensure the implementation of the reached agreements,” said Viacheslav Volodin.

According to him, “in this regard, the establishment of a Commission on Cooperation is a serious step towards converging of views and, most importantly, finding new effective forms of cooperation.”

“I hope that the Commission will become an effective tool for addressing many issues in the parliamentary dimension,” said the Chairman of the State Duma.

Viacheslav Volodin and Mustafa Şentop signed the regulations of the High-Level Inter-Parliamentary Commission.

The parties also discussed issues of the development of new formats of effective inter-parliamentary cooperation, in particular, the Conference of Speakers of the Parliaments of Afghanistan, China, Iran, Pakistan, Russia and Turkey on counter-terrorism and strengthening regional cooperation, the next meeting will be held in October in Istanbul.

According to the Chairman of the State Duma, the creation of a single list of terrorist organizations should be discussed at the Conference.

“It is necessary to give the same interpretation, definition to terrorist organizations, as because of the imperfection of the legislation of the countries of the world, they find a loophole and avoid responsibility,” said Viacheslav Volodin.

“The single list of terrorist organizations should be discussed at the Conference of Speakers on counter-terrorism and strengthening regional cooperation,which next meeting will be held in Istanbul,” said the Chairman of the State Duma.

He also spoke in favor of expanding the format of the Conference, including, involvement of other countries, in particular, Syria and India. Viacheslav Volodin proposed to work on this issue at the level of relevant Committees on International Affairs and Security and Corruption Control.

In his turn, Mustafa Şentop said at the meeting that Turkey supports Russia’s return to PACE.

“We were very pleased to know about the decision, providing opportunity for the participation of Russian parliamentarians in PACE and welcomed the return of the Russian delegation,” Mustafa Şentop said.

The Speaker of the Grand National Assembly of Turkey is satisfied with the level of development of bilateral relations.

“Our relations are developing on the basis of a strong mutual dialogue. Since the beginning of this year, the leaders of our states have met five times, it shows a positive dynamic of relations between our countries,” he stressed, adding that a positive attitude in politics also affects trade and economic relations, it helped to increase trade up to 26 billion dollars in 2018. The number of Russian tourists in Turkey reached more than 6 million people.

“The construction of the TurkStream creates additional deep roots in our relations,” Mustafa Şentop also stressed.

The Second International Forum “Development of Parliamentarism” is being held on July 1–3 on the initiative of the State Duma. This year, representatives from 132 countries are expected to participate in the Forum. About 800 foreign guests and delegations from 14 international parliamentary organizations will take part in the events. 41 speakers representing the national parliaments will take part in the Forum.

The Forum will also hold the Parliamentary Conference “Russia-Africa”.
