Leonid Levin: the role of states in discussing issues of Internet governance is not sufficient

The parliamentarian noted the serious scientific, engineering and educational achievements of the Russian IT industry as a serious technological basis for successful countering cyber threats. At the same time, Leonid Levin Levin Leonid Leonidoviсh Levin

noted the need to unite the efforts of technology companies, government bodies, public and international organizations, which implies the expansion of transnational communication between all interested stakeholders.

The Chairman of the Committee pointed to the open position taken by the Russian participants of the Internet governance process and their active participation in the work of various international organizations. In particular, he pointed to the resolution proposed by Russia and approved by the First Committee of the UN General Assembly, which contains a code of conduct of states on the Internet. The document includes requirements to comply online with the norms of the UN Charter, to refrain from any malicious actions, and to cooperate to prevent illegal activity.

The parliamentarian also reminded about the repeatedly expressed proposals for the creation of the so-called Cyber-UN, a new international organization that monitors compliance with the regime of mutual non-aggression in the digital space.

“I would like to emphasize that the Russian Federation consistently advocates active discussion of Internet governance issues, and in particular protection against cyber threats, on UN platforms, and, in particular, at events of the International Telecommunication Union. We believe that the role of states in the discussion process is not sufficient, and we argue for raising the importance of state institutions at discussions of sensitive initiatives,” Leonid Levin concluded.
