The Chairman of the State Duma of the Federal Assembly of the Russian Federation of the eighth convocation. Elected in single mandate constituency № 163 (Saratov constituency - Saratov Oblast)
stressed that the interaction between the two countries is developing because
the “breakthrough decisions” of the leaders of Russia and Uzbekistan on building more dynamic relations. “It is important for us not to lag behind, it
is important to do everything to ensure that our cooperation within the parliamentary dimension reinforces the relations developing at the executive level.
This is the legislative support of the agreements and decisions reached [at the highest level],” he said. Viacheslav Volodin expressed hope that the visit of the Uzbek delegation will give new impetus to the development of inter-parliamentary relations. “We will do everything to ensure that our
strategic partnership continues to strengthen, so we can look for new points of convergence and solutions of problems,” Chairman of the State Duma said. “There
are a lot of them, not only in the trade development, which has grown
significantly over the past time, but also in matters of the humanitarian
sphere, education, and joint work at inter-parliamentary platforms.”
Viacheslav Volodin noted a significant development of inter-parliamentary ties over the past year. “This obliges us to develop relations in all areas including inter-parliamentary relations, within the framework of the CSTO PA. We are ready that your delegation will take part as an observer state at the Parliamentary Assembly,” he added, citing the parliaments of Afghanistan and Serbia, having the same status. Chairman of the State Duma also proposed consideration of the possibility to draft a model law regulating the areas of security and solving the problem of drug trafficking, noting the relevance of these problems.
Chairman of the Senate of the Oliy Majlis of the Republic of Uzbekistan Nigmatilla Yuldashev expressed his gratitude
personally to Chairman and members of the State Duma for the organization of the meeting. In his opinion, the Uzbek-Russian partnership has risen to a new
level over the past year. “The pace and quality of bilateral relations are
characterized by unprecedented intensification,” he said. More than 80 mutual
visits of high-level delegations took place over the past year. Meeting of the Intergovernmental
Commission chaired by the heads of governments was held in September 2018. The regions of Uzbekistan have established partnerships with 28 subjects of the Russian Federation in recent months. “The recent visit of Russian President
Vladimir Putin to Uzbekistan gave a powerful impetus to the further development
of full cooperation between our countries,” he stressed.
Since the beginning of the year, trade has grown by more than 30%. The countries are working over increasing mutual shipments of products, developing infrastructure, strengthening cooperation and implementing joint investment projects in various sectors of the economy. For the first time in the history of bilateral relations, Tashkent hosted forums of the regions of Uzbekistan and Russia, as well as university rectors.
”Under the leadership of President of the Russian Federation Vladimir Putin stability, peace and order, as well as the positive dynamics of the development of the economy, are maintained,“ said the head of the Senate.
“Our countries have traditionally warm relations,” Nigmatilla Yuldashev continued. “We see Russia as a key partner. Our relations are built on the principles of friendship, trust, and mutual interest, strategic partnership and cooperation.”
Viacheslav Volodin, in his turn, said that “previously we didn’t have such activity and dynamics [of bilateral relations], but over the past year we have already met twice in different formats with the Chairman of the Legislative Chamber of Oliy Majlis (lower house of parliament) of the Republic of Uzbekistan [Nuriddinjon Ismailov]. Today’s meeting makes us go back and analyze all the issues that exist within the framework of interaction between the two countries, as well as plan our future work.” “The development of relations between parliaments is the development of relations between nations,” said the Chairman of the State Duma, adding that over 1 million of our compatriots live in Uzbekistan. A lot is being done in the Republic for the development of the Russian language, which is the language of inter-ethnic communication, he said.
“We need to increase contacts between parliaments, we need to transfer work to the level of relevant committees,” concluded Viacheslav Volodin, stressing the need for further actions for a more dynamic development of relations.
