Members of the State Duma Committee on Labor, Social Policy and Veterans' Affairs held a meeting with delegation of the International Labour Organization

recalled the long, constructive relationship with representatives of the ILO: ”We regularly hold meetings in the State Duma and also in the Moscow Office of the organization. The official parliamentary delegation is expected to visit ILO headquarters in Switzerland soon. In addition, the International Labour Organization celebrates its 100th anniversary in 2019. Several official visits are expected to take place, including the visit of the head of the organization to Moscow. The State Duma plans to organize a thematic anniversary exhibition, a round table, as well as individual meetings with the participation of our parliamentarians and delegates of the organization.“

Chairman of the Committee mentioned that the ILO Convention № 102 on Social Security, ratified by the State Duma, is a logical complement to social guarantees for those citizens who retire:“This document is important for us, its discussion in Russia took more than twenty years.“

Iaroslav Nilov believes that absolutely transparent and open format of the Committee's work contributes to high frequency of such meetings, where useful practices of other countries can be discussed with the possibility of their partial use in law enforcement practices in Russia.

In her response with a salutatory word, the head of the ILO delegation, Ms. Deborah Greenfield, shared her most favourable impressions of the visit to Russia. She noted that serious and right steps towards labour market regulations are being taken in our country. She provided as an example Russia's readiness to ensure gender equality, to do everything possible to integrate women into the labour market and to discontinue age differences between women and men. In addition, Deborah emphasized the special attention paid to Russian women in relation to the need to provide care for a child.

expressed his views on the issue of ratification of the ILO Protection of Wages Convention, in the case of the employer’s account is short of funds: ”We were not able to adopt our domestic law in the form we wanted it to be adopted. Yet, the Convention provides for the application of the provisions, when proceedings are initiated against an employer who is facing a shortage of funds. If bankruptcy or rescue procedures are not started, the state of an employer should not be considered as critical. And we are very glad that the executive branch has initiated the ratification of this Convention, by the way, under pressure of trade unions.“

agreed with his colleagues: ”Today, the ILO and ILO conventions provide guidance to maintain acceptable conditions for an employee. Although, in my opinion, in the Soviet Union many standards were much higher than those that are now protected by the ILO. But you are engaged in meaningful work, and I wish you to be on a roll while celebrating 100th anniversary”.

, member of the Committee, raised the issue of youth career guidance: ”Today a lot of things are being done to ensure that the prestige of worker’s professions among young people is high. For example, in the Republic of Tatarstan, 2019 is declared the Year of Worker’s Professions. We are working towards international standards and competencies and we want our young people to study and acquire modern professions, and to be in demand in the international labour market. Next year, Kazan will host the WorldSkills International Championship, and rich business program is planned during the championship. It is also planned to hold a discussion about the role of young people, about new standards, new competencies, and about what awaits us in the global labour market.“

At the end of the meeting, Iaroslav Nilov expressed confidence in the continued fruitful cooperation between the State Duma, the Committee on Labor, Social Policy and Veterans' Affairs and the International Labour Organization, as well as with the representatives of the ILO Moscow Office.
