Viacheslav Volodin reminded that the idea of ​​the law was proposed by President of the Russian Federation Vladimir Putin. Speaking at a joint meeting of the Presidential Sports Council and the Supervisory Board of the 2018 World Cup Organizing Committee, the head of the state, in general, spoke in favor of removing unnecessary visa barriers on the basis of analysis of decisions taken to the World Cup.

The Chairman of the State Duma expressed his confidence that this law ”will ensure the growth of Russia's tourism potential, which, of course, is huge, and is not limited to impressions of the FIFA World Cup“. ”Everyone who will use the FAN ID ‘will have the further opportunity to discover our hospitable country,’ Viacheslav Volodin said.
