Interparliamentary Assembly of Member Nations of the Commonwealth of Independent States (IA CIS)

Parliamentary Assembly of the Organization for Security and Co-operation in Europe (OSCE PA)

Governing bodies — Standing Committee consisting of the President of the Assembly, 9 Vice-Presidents (three-years term), the Treasurer (two-year term), the President Emeritus (previous), the Officers of the General Committees, heads of the national delegations.

The Bureau consists of the President, 9 Vice-Presidents, the Treasurer, the Officers of the General Committees, the President Emeritus (non-voting member).

Organizational structure — Plenary session of the Assembly, Standing Committee, Bureau, extended Bureau, three General Committees: on Political Affairs and Security, on Economic Affairs, Science, Technology and Environment, on Democracy, Human Rights and Humanitarian Questions.

Status of the Federal Assembly — Member since 1991.

Number of representatives of the Federal Assembly — 15 parliamentarians (10 State Duma’s members, the delegation is formed on a factional basis and works on an ongoing basis, and 5 members of the Federation Council).

Annual sessions and autumn meetings are held on the basis of rotation in one of the participating States, respectively, in the first decade of July and in September-October, winter meetings in February in Vienna (Austria).

Parliamentary Assembly of the Union of Belarus and Russia (PA UBR)

The Community of Belarus and Russia (The Union State of Russia and Belarus) was founded on 2 April 1996. 

Agreement on the Parliamentary Meeting of Community of Belarus and Russia was signed on 29 April 1996.

Treaty on the Union State of Belarus and Russia was signed on 1 April 1997. 

Rules of the Parliamentary Assembly of the Union State of Belarus and Russia was signed in 2006 (and amended in 2010 – 2019).

The Treaty on the Creation of a Union State of Russia and Belarus was signed in 1999. 

Parliamentary Assembly — Consists of deputations, formed by the National Assembly of Belarus and the Federal Assembly of the Russian Federation respectively.

The official languages — Russian and Belarussian. Russian is used as a working language.

Organizational structure — Annual meeting of the APPF, Executive committee (8 countries representatives) — from all 4 subregions (North-East Asia, South-East Asia, Oceania, America) which are involved in the APPF executive comittee, working parties.

Status of the Federal Assembly — Member since 1993. The quota of the delegation of the Federal Assembly of the Russian Federation at sessions is not regulated. The permanent delegation of the State Duma is composed of 5 deputies.

The Mercosur Parliament PARLASUR

Year of foundation — 2005 (the first session was held on 7 May 2007).

Number of participating states — 5 (Argentina, Brazil, Paraguay, Uruguay, Venezuela; currently Bolivia is now in the process of becoming a full member).

Associate members — 6 (Guyana, Colombia, Peru, Suriname, Chile, Ecuador).

Governing body — The Governing Council, which consists of the President and vice presidents from each member state (elected for 2 years, with the right of one re-election).

The headquarter is located in Montevideo (Uruguay).

The current President of the Mercosur Parliament is Celso Russomano (since 1 January 2021). 

The Cooperation Agreement between The Fedetal Assembly of Russian Federation and the Mercosur Parliament has been in effect since 2010 year.

Thomas Enrique Bittar Navarro, the president of the Governing Council participated in the International Forum ”Development of Parliamentarism“, which was held in Moscow, on 4–5 June 2018.

The Central American Parliament (CAP)

Year of foundation — 1987

Number of countries — 6 (Guatemala, El Salvador, Honduras, Nicaragua, Panama, Dominican Republic).

The number of deputies — 132 (22 deputies from each country).

Statutory document — the Statute of the Central American Parliament.

Governing body — the Plenary Assembly (congress).

Structure — Steering Board (consisting of the Chairman, 5 deputies and 6 executive secretaries), 13 standing committees.

The headquarters is located in Guatemala (Republic of Guatemala).

Since October 28, 2020, Fanny Carolina SALINAS FERNANDES (Republic of Honduras) has been the President of PARLACEN.

On July 2, 2019, on the sidelines of the Second International Forum ”Development of Parliamentarism“ in Moscow, the President of PARLACEN I. Amaya Echeverria signed an Agreement on Cooperation between the Federal Assembly of the Russian Federation and the Central American Parliament. On July 2, 2019, the delegation met with Chairman of the State Duma V.V. Volodin.

The delegation of the Central American Parliament headed by its Chairman PARLASEN took part in the work of the first International Forum ”Development of Parliamentarism“ in Moscow in June 2018. Melnikov.

The Pan-African Parliament (PAP)

Year of foundation — 2004.

Governing bodies — The Plenary, the President, the Bureau, which consists of the President and 4 vice-presidents.

Organisational structure — The Plenary, the President, the Bureau, Permanent Committees, the Secretariat.

President of the Pan-African Parliament — Bouras Djamal, Algerian politician and the Third Vice President of the Pan-African Parliament representing the Northern African Region (was designated in August 2020).

The budget — is a part of the African Economic Community (the African Union) budget.

The Plenary meeting is arranged twice a year (each member state sends a delegation of five parliamentarians to the Parliament, at least one of whom must be a woman).
