Уважаемые дамы и господа!

Осенняя сессия ПАСЕ вновь пройдёт без участия российской делегации, лишённой всех ключевых полномочий. Возможности для диалога в Ассамблее – сейчас минимизированы, как никогда. Но несмотря на это, я принял приглашение и приехал на заседание Президентского комитета ПАСЕ. Мы встретились в Париже 2 сентября с. г. и вместе провели несколько часов за закрытыми дверями.

Сразу скажу: разговор был прямой, откровенный и важный. Мы успели многое обсудить и договорились составить «дорожную карту» – список шагов для восстановления нормальных отношений нашей парламентской делегации с ПАСЕ. Но в целом Ассамблею поиск истины и реальных фактов в последние полгода – интересует мало.

Говорят, факты – «упрямая вещь», однако упрямство их игнорировать, не замечать вовсе – сегодня победило. Как победили ложь и информационная блокада в европейских СМИ – причём, впервые за многие десятилетия.

К сожалению, все мы теперь живём в другом мире – где «грязный» пиар и информационное кликушество уже многим заменили реальный политический процесс. Право и демократия превратились в ритуальные слова. Буквально за месяцы абсурд стал нормой политической жизни, здравый смысл уступил коллективному сумасшествию, а действия ряда держав – противоречат уже элементарной логике.

Приведу лишь один пример. В нынешних, очень хрупких условиях перемирия Евросоюз вводит четвёртый пакет санкций, а Конгресс США – стоя аплодирует президенту Украины, который просит поставить оружие. Не пробьёт ли «час икс», когда оно понадобится – к примеру, на следующий день после выборов новой Верховной Рады? А в них, кстати, не примут участие тысячи убитых граждан Украины и сотни тысяч ставших беженцами.

Помнится, американские конгрессмены так же аплодировали президентам Ющенко и Саакашвили, уже успевшим провалиться вместе с их разноцветными революциями. Но новое руководство Украины всем им дало фору, начав строительство в XXI веке собственной «китайской стены». Говорят, что некоторые государства уже пообещали денег на это новое «чудо света» длиной в две тысячи километров.

Однако, думаю, что самых «бурных аплодисментов» достойны руководители Евросоюза. Ведь это они впервые в истории заключили соглашения об ассоциации со страной, где уже развернулась кровопролитная гражданская война. Вот уж поистине мудрый и своевременный шаг! Таким темпам интеграции наверняка завидуют многие государства, терпеливо и десятилетиями выполняющие все условия ЕС. Жаль, что Льюис Кэрролл не дожил до этих дней – его «Зазеркалье» могло бы обрасти ещё более фантастическими сюжетами и персонажами.

Но сказки – сказками, а материала для размышлений у всех нас более чем достаточно. Чего стоит одна лишь хроника антироссийских санкций! Они всё это время вводятся в обход решений ООН и правил ВТО, вопреки здравому смыслу и совершенно вне связи с ходом урегулирования внутриукраинского конфликта.

Напомню: наши вынужденные ответные меры в связи с санкциями последовали лишь спустя пять месяцев – и такую сдержанность трудно не заметить. Мы полагали, что европейские партнёры поймут всю бессмысленность «гонки за взаимными убытками», однако этого не произошло. Но санкционная «эпопея» уже привела к ощутимым последствиям для всех европейских стран. Подчёркиваю – для всех. И ответственность за это несут теперь все, кто прямо или косвенно – но успел поддержать их главных инициаторов.

Причём, европейские лидеры демонстрируют по отношению к киевскому режиму такие чудеса снисходительности, что сегодняшняя Украина, по‑видимому, скоро должна стать образцом и для любой «старой» демократии в Европе. Например, образцом того, насколько эффективен союз власти и националистов, и насколько быстро можно «демократизировать» свой народ ударами боевой артиллерии с применением кассетных, фосфорных и других запрещённых во всём мире боеприпасов.

Но оставим анализировать эти «подвиги» экспертам будущего международного трибунала. Нам и так хватает вопросов, о которых следовало бы совместно задуматься. Прежде всего – о нас с вами, потративших два десятилетия и средства налогоплательщиков на процесс, который, как выясняется, тоже был имитацией. Его всерьёз воспринимала лишь Россия, а для многих европейских политиков «Большая Европа» была и остаётся большой игрой. Но они играют в неё лишь в периоды недолгих «оттепелей» в отношениях, а в моменты искусственного «похолодания» – немедленно отправляют всё достигнутое в «морозилку».

Это даже не «двойные стандарты» – это фатальная недоговороспособность. И здесь уже не поверят ни подписям под документами, ни международному праву, ни тем более – устным договорённостям. А любые переговоры будут казаться фарсом и заканчиваться ничем…

С начала известных киевских событий прошло шесть месяцев. Всё это время новоукраинская машина зла и насилия лишь набирала обороты. Но остановить её почему‑то никто в европейских столицах не захотел. Или там по‑прежнему верят, что почти миллион мирных граждан бежали из своей страны в Россию, чтобы «навестить бабушку»? Спешно собрав детей и оставив свои дома и землю новым хозяевам? Надеюсь, хоть теперь уже многие осознали, что под видом «урегулирования» украинского конфликта – решаются сугубо захватнические задачи. Что на карту поставлен передел мира, сопровождаемый массовым нарушением прав человека и прямо управляемый из страны, находящейся за много тысяч миль от наших государств.

Мы очень сожалеем, что государства Европы оказались втянуты в этот небезопасный и весьма неприличный по своему исполнению сговор. Вряд ли ложь собственным народам и дальнейший отказ от национальных суверенитетов – стоят того, чтобы лишать будущего своих сограждан.

Не думаю, что наши европейские партнёры могут столько месяцев «добросовестно заблуждаться». Тем более, что идеологическая база для таких заблуждений в основном создаётся в чужом государстве. Как изготавливаются американские фальшивки, и как они потом становятся «руководством к действию», мы уже хорошо видим. Сначала один из представителей Белого дома высказывает некое предположение, откуда, на его взгляд, исходит очередная «угроза миру». Затем это вольно и расцветисто выдаётся пресс-службой за факт (а с неё, что называется, и «взятки гладки»). А после – причём, в утвердительной форме – попадает в проекты документов, «веером» рассылаемых в международные структуры. Одну из таких структур наша парламентская делегация, лишённая права голоса, знает теперь не понаслышке. Показательным примером стало и откровенное утаивание информации, связанной с крушением малазийского Боинга. Простейшая пиар-технология подменяет реальный политический процесс, а главные её исполнители избавляют себя от всякого поиска фактов и доказательств, от проведения расследований.

Я не стал бы сейчас говорить о столь элементарных вещах, если бы не одно «но». Эта незамысловатая технология была уже не раз и не два использована для незаконного вторжения на территорию суверенных государств. В том числе – для памятного всем входа войск в Ирак в 2003-м году и ударов по Ливии в 2011-м. Для подавления там инакомыслия и оправдания казней их руководителей. Отвести же год назад угрозу военной оккупации Сирии (обвинённой в использовании химического оружия) во многом удалось благодаря инициативным действиям России.

Подчеркну: именно «вольные интерпретации» стали сейчас базой для голословных, не основанных на фактах, обвинений в адрес России и удобным поводом для наложения санкций как на официальных лиц, так и на российский бизнес. То, что в Европе это делали вослед американским мерам – заметили все. Не потому ли страны Евросоюза подтолкнули ввести т. н. «секторальные» санкции первыми? Однако сейчас, когда миру навязывается новая «холодная война», европейским политикам не мешало бы вести себя более осмотрительно. Ведь никакая ложь об угрозе с российских границ – их зависимую от США позицию скрыть уже не в состоянии…

Международный шантаж по отношению к моей стране перешёл все возможные пределы. Но Россия никогда не была стороной внутриукраинского конфликта. При этом киевские власти, совершившие уже множество преступных действий (вспомните хотя бы выгораживание палачей Одесской Хатыни или недавно обнаруженные массовые захоронения замученных и расстрелянных людей!) – не подвержены ни санкциям, ни даже словесному осуждению со стороны европейских политиков.

И ещё один пример. В конце июля я получил письмо от Председателя Ассамблеи, уважаемой госпожи Анн Брассёр. И был искренне благодарен ей за поддержку международного расследования обстоятельств, приведших к гибели 298 пассажиров лайнера МН-17. Как и госпожа Брассёр, все мы надеялись, что оно будет оперативным и максимально полным. Однако вы знаете: некоторые успели мгновенно, без всякого расследования, назначить «виноватых». Не потому ли, что они опасаются его результатов?

Естественной реакцией на это со стороны уважающих себя политиков должен был стать решительный протест. Но этого не произошло, хотя дальнейшее попустительство столь одностороннему диктату чревато не только потерей их репутации, не только утратой самостоятельности, но и возможным развалом объединённой Европы.

Уважаемые дамы и господа!

Сто лет назад, 1-го августа 1914 года, для России началась Первая мировая война. Эта война впервые в истории человечества унесла около 20 миллионов жизней, а ещё десятки миллионов людей сделала пострадавшими. Но даже 28-го июля 1914 года мало кто предполагал, во что выльется начавшийся тогда вооружённый конфликт между Австро-Венгрией и Сербией. Причём, многие тогдашние европейские политики и деятели культуры прямо провоцировали войну, мечтая о быстрых, славных победах, и думая, что она обойдёт их самих стороной.

Даже великий немецкий социолог Макс Вебер 28 июля 1914 года написал своей жене: «Неважно, чем всё закончится – в любом случае эта война велика и прекрасна». А германский император Вильгельм II 31 июля 1914 года «умывал руки», телеграфируя Николаю II: «Не я буду нести ответственность за то ужасное несчастье, которое грозит теперь всему цивилизованному миру». Однако 1 августа Германия объявила войну России, и из локальной войны – выросла мировая…

Моя страна делает всё, чтобы потушить тот страшный пожар, который полыхает на братской для россиян земле Украины. Но нас продолжают обвинять в том, чего Россия не совершала и не совершит никогда. А чтобы эта ложь выглядела убедительней – её «размножают» и, в том числе, с помощью европейских парламентских организаций.

Я убеждён: самую большую опасность для мира – представляют не ракеты, не запасы вооружения и даже не атомное оружие. Самым страшным для мира была и остаётся ложь политиков. И пока они не начнут говорить правду, пока не дадут обществу вести нормальный диалог, а сами не сядут за круглый стол переговоров – Европа не может себя чувствовать в безопасности, а 800 миллионов европейцев будут продолжать нести невосполнимые потери: нравственные, социально-экономические, репутационные, наконец, человеческие.

Мы хорошо понимаем, как много значит диалог в подобных условиях. И в качестве шага доброй воли – от российской делегации на этой осенней сессии ПАСЕ выступит докладчик. Кроме того, в начале октября в Женеве приму участие в первом заседании Межпарламентской контактной группы по Украине, где представлены 12 стран. Она создана Парламентской ассамблеей ОБСЕ по нашей инициативе и, разумеется, с представительством от Верховной Рады.

Чтобы не допустить войн и конфликтов, мы, парламентарии, просто обязаны вести диалог друг с другом и без посредников обсуждать самые острые проблемы. Разве не для этого когда‑то создавались Совет Европы и его Ассамблея?

И потому я вновь настаиваю на аннулировании дискриминационных мер в отношении российской делегации в ПАСЕ. Эта крайне некрасивая история и так подорвала доверие к Ассамблее. Я просил бы вас глубоко задуматься об этом, не говоря уже об истинных причинах и последствиях всего происходящего. Скатиться в бездонную пропасть конфронтации нам всегда помогут. Но только мы сами – и никто другой – несём личную ответственность за судьбу нашего общего дома.

Ladies and gentlemen,

The autumn session of the PACE will be held, once again, without the Russian delegation deprived of all key powers. Today, there are fewer opportunities for dialogue within the Assembly than ever. Nonetheless, I accepted the invitation to attend the meeting of the PACE Presidential Committee. We met and spent several hours together behind closed doors in Paris on 2 September this year.

I will tell you right away that the talks were straightforward, frank and important. We managed to discuss a lot of issues and agreed to develop a roadmap that would provide for a number of steps to be taken to restore normal relations between our parliamentary delegation and the PACE. But in general over the last six months the Assembly has had little interest in establishing the truth and actual facts.

Facts are stubborn things, they say. However, stubborn disregard and complete neglect of the facts have won today. Likewise, deception and information blockade have conquered European mass media, for the first time in decades, as a matter of fact.

Regretfully, we are all living in a different world today where dirty PR and information frenzy have largely replaced a genuine political process. Law and democracy have become ritual words. Just in a few months absurdity has turned into a norm of political life, common sense has given place to collective madness, and actions of certain nations contradict even basic logic.

Let me give you an example. Amid this very fragile ceasefire, the European Union imposes a fourth package of sanctions and the US Congress stands applauding the Ukrainian President who asks for arms. Is it totally impossible that zero hour will come when these arms will be needed, for example, on the day following the elections to the new Verkhovna Rada? And by the way, thousands of killed Ukrainian citizens, as well as hundreds of thousand refugees forced from the country will not be able to take part in them.

As far as I remember, the American congressmen applauded Presidents Yushchenko and Saakashvili who had already failed, along with their multicolor revolutions. But the new Ukrainian leadership outdid them all when in the 21st century started to build its own Great Wall similar to that in China. I heard some States have already promised them financial support for this new two-thousand-kilometer long «wonder of the world».

Nevertheless, I believe that leaders of the European Union who, for the first time in history, have concluded an Association Agreement with a country where a bloody civil war is already going on deserves a «loud round of applause». Now, that is a bold and timely step, indeed! I think that such pace of integration arouses jealousy among a lot of States painstakingly meeting the EU membership requirements for years. If Lewis Carroll had lived to this day, he could add yet more colourful characters and grotesque scenes to his «Through the Looking-Glass» novel.

But all tales apart, we all have got more than enough food for thought now. Just look at the chronicle of sanctions imposed against Russia! All this time they have been imposed bypassing the decisions of the United Nations and the WTO rules, contrary to common sense and without due regard for the progress of the resolution of intra‑Ukrainian conflict.

Let me remind you that our involuntary measures in response to sanctions were taken only five months later – reticence that is hard to overlook. We believed the European partners would realize that the «race for mutual losses» was pointless. This has not happened yet but the sanctions «saga» already has brought tangible consequences for all European countries. I would like to stress that point – for all countries. Now everyone who managed to support their main authors, directly or indirectly, is responsible for these consequences.

Moreover, the European leaders demonstrate such a wonderful tolerance towards the Kiev regime that today's Ukraine would soon probably become a role-model for any «old» democracy in Europe as well. To name a few, it could be an example of how effective an alliance of the government and the nationalists could be or how fastly one's people could be «democratized» by artillery strikes using cluster and phosphorus bombs and other types of munitions prohibited in the entire world.

But let us leave the analysis of these «heroic deeds» to experts of the future international tribunal. Today, we are facing a lot of other issues to think about together. The first one concerns all of us who have spent two decades and our taxpayers' money on the process, which, as it turns out, was also a simulation. Only Russia has been serious about it, while for many European politicians the Greater Europe was and still is just a big game. However, they play this game only during the short periods of «thaw in relations» immediately putting all the achievements in the «freezer» during the moments of artificial «cooling».

This is not even «double standards» – this is a fatal inability to reach any agreement. No signed documents, international law or even verbal agreements worth believing here. And any negotiations will be considered to be a sham and will come to naught…

Six months have passed since the notorious events in Kiev began. And all this time this evil machine of violence in new Ukraine has been only gaining momentum. For some reason, no one in the European capitals wished to stop it. Or do they still believe that almost a million of civilians fled their country and came to Russia «to visit their grandmothers» having hastily packed up things for their kids and leaving behind their homes and land for new owners? I hope that at least now most people have realized that the goals being pursued under the pretext of a «settlement» of the crisis in Ukraine are purely annexationist in nature and that a redivision of the world is about to take place accompanied by massive violations of human rights and managed directly by the country which is situated thousands miles away from our States.

We truly regret that the States of Europe happened to be drawn into this deal, which is highly risky and quite questionable in terms of its execution. It is doubtful that the lies to one's own peoples and further renunciation of the national sovereignty are worth the future of one's fellow citizens.

I do not think that our European partners could be making «honest mistakes» for so many months. Especially since the ideological basis for such mistakes is mainly created in the foreign state. We are well aware of how American fakes are made and then used as «a guide to action». First, one of the White House representatives makes an assumption as to what, in his or her view, poses another «threat to peace». Then the press office freely and in colourful detail presents it as a fact (for it cannot be held responsible). And then – in an assertive form at that – it is incorporated into draft documents distributed to international organizations. Our parliamentary delegation deprived of the right to vote knows one of these organizations first-hand now. Blatant cover-up over the crashed Malaysian Boeing is yet another excellent example. Simple PR technology replaces real political process and its main performers save themselves of any search for facts and evidence, as well as any investigation.

I would not have to mention such trivial matters if it were not for one thing. This simple technique has been repeatedly used to illegally invade other sovereign states, including the well-known invasion of Iraq in 2003 and attacks on Libya in 2011. The goal was to suppress dissent and justify execution of their leaders. The military occupation of Syria which had been accused of using chemical weapons was to a large extent prevented owing to Russia's proactive efforts last year.

I would like to reiterate: it is «loose interpretations», which have become a basis for groundless and unfounded accusations against Russia and a justification for sanctions against Russian officials and companies. Everyone saw that each time Europe was following the US lead in imposing such measures. Is this the reason why the EU countries were encouraged to be the first in imposing the so-called «sectoral» sanctions? However now, when a new «cold war» is imposed on the world, the European politicians could act more cautiously. No lies about threats from inside Russia's borders can hide any more that their position is dependent on the US…

The international blackmail of my country has exceeded all possible limits. But Russia has never been a party to the internal conflict in Ukraine. At the same time, the Kiev authorities who have already committed many crimes (just remember the exculpation of butchers of the Odessa Khatyn or recently uncovered mass graves belonging to tortured and executed by shooting people!) have neither been subject to sanctions nor even to verbal denunciation by European politicians.

And here is one more example. At the end of July, I received a letter from Ms. Anne Brasseur, distinguished President of the Assembly. And I was sincerely grateful to her for supporting the international investigation of the circumstances which had led to the death of 298 passengers of the MH17 airliner. Just as Ms. Brasseur, we all hoped that it would be prompt and as comprehensive as possible. However, you know that certain people have managed to immediately find those «guilty» without any investigation. Is it because they are afraid of its results?

A resolute protest should have been a natural reaction of self-respecting politicians against that. But that was not the case, although further connivance to such a unilateral dictate is fraught not only with the loss of their reputation and independence but also with potential collapse of the unified Europe.

Ladies and gentlemen,

One hundred years ago, on August 1, 1914, the First World War began for Russia. That war, for the first time in the history of mankind, claimed about 20 million lives and left dozens of millions of people injured. But as early as July 28, 1914, not many people could predict what the emerging armed conflict between Austria-Hungary and Serbia would become. At that time, many of European politicians and cultural leaders directly provoked the war by dreaming of rapid and glorious victories and thinking that the war would stay away from them.

Even the great German sociologist Max Weber wrote on July 28, 1914 to his wife: «The end of it all is not important; this war is grand and glorious in itself, anyway». And on July 31, 1914, the German emperor Wilhelm II «washed his hands» writing to Nicholas II: «It is not me who will bear responsibility for the dreadful disaster that now looms over the entire civilized world». Nonetheless, on August 1, Germany declared war on Russia, and the local war turned into a world one…

Today, when a fierce fire is blazing on the soil of brotherly Ukraine, we spare no pains to put it out. However, my country has been continuously accused of the crimes it did not and will never commit. And to make these lies look more credible, they are propagated, including through European parliamentary organizations.

I am assured that the biggest danger to the world is not posed by missiles, or arms stockpiles or even nuclear weapons. The lies of politician have been and remain the greatest danger to the world. Unless they start telling the truth, let the society engage in a normal dialogue and get to the round table of negotiations themselves, Europe will not be able to feel safe and 800 million Europeans will continue to suffer irreparable losses – moral, social and economic, reputational and, lastly, human ones.

We are well aware of the great importance of dialogue in such circumstances. As a gesture of goodwill, a rapporteur from the Russian delegation will participate in the Autumn PACE session. Furthermore, I will participate in the first meeting of the Interparliamentary Liaison Group on Ukraine, where 12 countries are represented, that will take place in early October at Geneva. It was created by the OSCE Parliamentary Assembly at our initiative, and, of course, the Verkhovna Rada is represented there.

In order to prevent wars and conflicts, we, the parliamentarians, are simply obliged to engage in dialogue with each other and to discuss the most acute problems without intermediaries. Is that not what the Council of Europe and its Assembly were created for years ago?

That is why I once again insist on cancelling the discriminatory actions against the Russian delegation to the PACE. This very unattractive affair has already undermined the credibility of the Assembly. I would ask you to give serious thought to this, not to mention the real causes and consequences of all that is going on. We will always be helped to slide into the bottomless abyss of confrontation. But only we ourselves, and nobody else, bear personal responsibility for the destiny of our common home.
