The document notes that the U.S. economic, commercial and financial embargo of Cuba “directly violates the Cuban people’s inalienable right to choose their political, economic, social and cultural system” for more than 60 years. According to the parliamentarians, “this policy is inherently inhumane and is carried out in violation of the fundamental principles of international law enshrined in UN documents”.
The blockade of Cuba has lasted for more than 60 years “only at the whim of one country”, emphasized Vyacheslav Volodin

“It is extremely important for the General Assembly to clearly state its position,” Vyacheslav Volodin said. “Indeed, the number of those supporting the lifting of the blockade grows larger and larger every year. Last year, only two countries opposed it: the United States and Israel; and one country abstained, Ukraine, for obvious reasons: the satellite of the USA cannot do otherwise.”
According to Vyacheslav Volodin, the UN is not taking effective measures to end the embargo against Cuba. He recalled that the damage caused by the actions of the United States is already over $164 billion. “The Washington’s whole policy is to simply destroy the citizens of the free Republic of Cuba,” added the Chairman of the State Duma.
“The State Duma of the Federal Assembly of the Russian Federation reaffirms its unchanged position, namely calls to stop the policy of putting pressure on the sovereign state and immediately lift the sanctions against it, in connection with the draft resolution “Necessity of ending the economic, commercial and financial embargo imposed by the United States of America against Cuba”, considered at the 79th session of the United Nations General Assembly,” the document highlights.
The deputies draw attention to the fact that the sanctions imposed by the United States lead to an increased negative impact on the Cuban economy, including energy, agriculture, health care, tourism and humanitarian cooperation. “The practice of monitoring banking and financial transactions causes substantial damage to the Cuban business system, as well as production and service industries,” the parliamentarians claim.
In this regard, the State Duma appeals to the UN General Assembly, parliaments of UN Member States and international parliamentary organizations to condemn the illegal economic, commercial and financial embargo against Cuba, as well as “to develop and implement specific measures to encourage Washington to follow the rules of international law”.
