foreign visit as the head of the Parliament.
Vyacheslav Volodin noted the dynamic of relations set by the leaders of both states and the main task of parliamentarians to provide their implementation at the parliamentary level.
“The relations between our countries are developing dynamically. That is because of the contribution of leaders of our states. For our part, we should do everything to ensure the legislative implementation of the agreements,” he said.
According to the Chairman of the State Duma, the inter-parliamentary commission should also contribute to this, and it is also necessary to find new formats of cooperation. “We should think about new approaches, ways to address current issues, do everything to ensure that mutually beneficial cooperation continue to develop,” added Vyacheslav Volodin. All five State Duma factions have the same approach on this issue, he said.
“Our country stands for a multipolar world, a just world order, so for us you are not just a close counterpart and ally: we, like no one else, understand how difficult Vietnam's path to independence was. And our country, the Soviet Union, did a lot for this,” said Vyacheslav Volodin.
The Chairman of the State Duma recalled that 2025 is significant for both Russia and Vietnam: it is the 80th anniversary of the Victory in the Great Patriotic War and the 80th anniversary of Vietnam's independence. According to Vyacheslav Volodin, the relevant commemorative events should also be held within the parliamentary dimension. “We could unite to commemorate that difficult time when our grandfathers and great-grandfathers defended the freedom of the Soviet Union and Vietnam, and do everything to ensure that the tragedy of World War II will not happen again,” emphasized Vyacheslav Volodin.
Trần Thanh Mẫn thanked Russia for the unwavering support it has always provided to Vietnam.
“I would like to reaffirm that Vietnam attaches special importance, [pays] special attention to the development of cooperation with Russia in all areas, including at the level of the party, the state, the parliament and communications between people,” he said.
Trần Thanh Mẫn added that Vietnam has always taken a neutral position and does not support the policy of sanctions pressure on Russia.
“If we talk about relations between our countries, I would like to reaffirm that Russia always remains an important, primary, strategic partner of Vietnam. The Communist Party, the state and the people of Vietnam value friendship with Russia. We always remember and express gratitude to you for the kind assistance you have provided to us,” said the Chairman of the National Assembly.
The third meeting of the Inter-parliamentary Commission on Cooperation between the State Duma of the Federal Assembly of the Russian Federation and the National Assembly of the Socialist Republic of Vietnam is scheduled to be held on September 9.
