noted at the plenary meeting that the organization “demonstratively impedes Russia’s work on this platform”. The recent disregard of the OSCE PA to the Russian Federation was Romania’s denial to issue visas to members of the Russian delegation to participate in the summer session in Bucharest. According to Petr Tolstoy, such decision is a gross violation of all OSCE principles.
“We had done all our best, but now when our participation is completely blocked, our delegation is convinced that the potential for dialogue with these people has been completely exhausted,” said the Deputy Chairman of the State Duma. Petr Tolstoy proposed suspending the participation of the Russian Federation in the work of the OSCE PA, as well as suspending payment of contributions to the organization’s budget.

The Chairman of the State Duma of the Federal Assembly of the Russian Federation of the eighth convocation. Elected in single mandate constituency № 163 (Saratov constituency - Saratov Oblast)
instructed the Committee on International Affairs to prepare a relevant resolution.
“We cannot tolerate the situation when we are not even allowed to express our position. We represent the interests of our citizens. Washington and Brussels should understand: they do not allow citizens of the Russian Federation to speak. What kind of democracy is this? Lack of dialogue leads to lack of trust. We stand for dialogue, we stand for a multipolar world, for a just world order. This is our difference from those who are trying to impose their world order and increase the well-being of their influence groups and the ruling elite at the expense of other countries,” emphasized Vyacheslav Volodin.
The Chairman of the State Duma added that Russia would not “finance a coven that has nothing to do with parliamentary structures and dances to the tune of the United States of America.”
“They can only work in conditions of monopoly on information. And if there appears an alternative point of view, there are no arguments, they have nothing to answer. Therefore, they do everything to prevent a dialogue, so there will not be expressed a different point of view. This is the current situation in European inter-parliamentary structures and international parliamentary structures. They cannot be called parliamentary organizations anymore. They act just as some branches of the NATO bloc,” said Vyacheslav Volodin.
