Anna Kuznetsova summarized the results of work of the Parliamentary Commission on Investigation of the Crimes Committed by the Kiev regime Against Minors

The Commission prepared and approved the text of the final report, which will be presented to the State Duma and the Federation Council for further consideration. On Monday, June 10, a final meeting of the Parliamentary Commission on Investigation of the Crimes Committed by the Kiev regime Against Minors was held at the State Duma.

, the Commission was created by relevant resolutions of both chambers of the Federal Assembly. “The reasons for its creation were that in the Donbass and Novorossiya, the structures of the Kiev regime, supported by their patrons from the West, were committing crimes against children and their parents using the terrible traditions of the Nazis of the 20th century,” said Anna Kuznetsova.

All this happened with the connivance and support of international organizations, as added the Deputy Chairwoman of the State Duma. She noted that the legal representatives of children who suffered from the aggression of Ukraine sent more than 4 thousand claims and statements to international institutions, such as the UN, the OSCE, the European Court, but these appeals had no results.

According to Anna Kuznetsova, the Parliamentary Commission was entrusted with three missions:

  • protect children and help victims;
  • identify all those involved in the crimes of the Kiev regime;
  • protect the right to truth and justice.

Summary report

The Parliamentary Commission has prepared the text of the summary report, which will be presented to both chambers of the Federal Assembly for further consideration.

The first chapter of the document contains facts of the collected crimes committed by the Kiev regime: a list of crimes and their classification.

“I would like to tell you some facts. Since March 2014, the Investigative Committee of the Russian Federation has opened about 4.5 thousand criminal cases, almost 2,800 of them are shelling of the territories of Russian regions, 63% of all criminal cases. More than 131 thousand people were recognized as victims, including 24,340 children. 300 children were killed, about a thousand children were injured. The Investigative Committee has also opened 15 criminal cases regarding mining of peaceful areas. 11 children were killed and 22 children were injured as results of mine explosions,” said Anna Kuznetsova.

According to the Commission, since the beginning of 2022, there have been recorded several cases of child abduction in Lugansk, Kremennaya, Donetsk, Artemovsk, Kherson, Slavyansk, Melitopol, Berdyansk and other cities and villages. “Having analyzed all the information we received, we can say that children taken abroad may be found, according to our data, in 13 countries of the world. Non-governmental organizations from a number of foreign countries, that acted undercover of Ukrainian state authorities, were involved in this,” added Anna Kuznetsova.

The second chapter contains an international legal assessment of the facts of violations of the rights and freedoms of children by the Kiev regime.

“References to the norms of international law by the Kiev regime are insignificant, because the most important principle of the international law has been violated in Ukraine that every state is obliged to refrain from any violent actions that violate the right of people to self-determination and independence. The most terrible characteristic of the crimes is that the Kiev regime authorities created conditions and helped committing criminal acts against children,” said Anna Kuznetsova.

According to her, law enforcement agencies of a number of countries find on their territories children who were considered allegedly abducted by Russia: for example, 161 children were found in Germany. “Therefore, we call on the judges and prosecutors of the International Criminal Court to consider the possibility of applying Article 70 of the Rome Statute against those who testified falsely, including against Russia,” added the Co-Chair of the Commission.

The third chapter is devoted to the protection of children from attacks on their rights and freedoms by foreign states.

As Anna Kuznetsova noted, children who were influenced by the Kiev regime practically cannot count on law protection, since human rights institutions had been abolished in Ukraine, the General Prosecutor's Office of Ukraine was deprived of the function of general supervision and control over compliance with the law, and the courts were completely controlled by the foreign structures.

“My colleagues and I used these grounds for developing proposals, including relevant legislative initiatives. For example, a bill on creating a system for monitoring the transfer of children to third parties by attorney, including getting a DNA test,” added the Deputy Chairwoman of the State Duma.

The fourth chapter contains measures of social support and rehabilitation of affected children.

“Some of the measures have already been implemented, including with the help of our Commission. Together with medical personnel, we saw that the injured children needed help a lot, they needed comprehensive rehabilitation, medical and psychological assistance. We tried to provide all possible assistance and launched a psychological support program in the Belgorod region, but this work should be developed as much as possible,” stressed Anna Kuznetsova.

Based on the results of the Commission’s work, there have been developed 64 proposals and recommendations.

“We propose to develop a system of comprehensive rehabilitation of children who suffered from criminal actions committed by the Kiev regime at the federal level, creating a special list of children who suffered from the actions of the Kiev regime, their social passports; determine the legal status of children who suffered from the military aggression of the Kiev regime for their subsequent support; assess the damage from the criminal actions of the Kiev regime; create a coordination center for collecting and processing all information about the crimes committed by the Kiev regime,” said Anna Kuznetsova.

All these proposals are being studied together with specialized structures. “We find some support and hope that we are close to their implementation,” added the Deputy Chairwoman of the State Duma.

In addition, the Commission considers it necessary to enshrine in legislation the concept of “destructive content” and define its criteria, as well as to consider the possibility of creating a center for studying the causes of crimes to use its studies in legal proceedings and lawmaking, to initiate the creation of a new document for the international legal protection of children, a convention on countering the involvement of children in destructive terrorist activities.

“In conclusion, I would like to say that during the investigation we have revealed things that seemed impossible to us before. The crimes of Ukrainian Nazis against children cannot leave anyone indifferent. And I will once again note the most terrible characteristic of these crimes — the creation of conditions and support for committing crimes from the Kiev regime, from the state authorities. The conditions for these crimes were created through the actions of the Verkhovna Rada of Ukraine, through the adoption of relevant laws, through the decisions made by the security bloc, through the resolutions issued by the Government of Ukraine,” emphasized Anna Kuznetsova.

As the Deputy Chairwoman of the State Duma noted, members of the Commission would do everything possible to inform the international community about the truth about the crimes committed by the Kiev regime.

Following the discussion, the report was unanimously supported by the members of the Commission. After approval of the document by the State Duma and the Federation Council, it is planned to be sent to the President.
