The parliamentarians from Latin America and the Caribbean region, their Russian colleagues, as well as experts, public figures and diplomats discussed the possible measures and tools that legislators can use to build a just world order.

on the planet. And our Conference, which will be held annually, will become one

“Today we can say that almost every country really has its own development way, not in accordance with Washington’s instructions, where the country’s traditions, its own vision of domestic and foreign policy will be the main factors of development,” added Leonid Slutsky.
He added that Russia would support those trends, in particular in the economic, political and cultural areas.
“A new world where there will be equality and justice”
“We see that we need a new world where there will be equality and justice. We are talking about a new world order from a political, economic and social point of view. This is the world that will help us overcome poverty and eliminate it, but we cannot do this within the framework of a multipolar world,” said Arling Patricia Alonso Gómez, the First Vice President of the National Assembly of Nicaragua, Co-Chair of the Commission on Cooperation between the State Duma and the Parliament of Nicaragua.
She emphasized that Nicaragua “takes an anti-imperialist, anti-colonialist, anti-fascist and anti-neo-Nazi position and urges everyone to unite, so that members of the parliaments will consistently combat these manifestations within the framework of national legislations and at the international level.”
The Vice President of the Central American Parliament (PARLACEN) Guillermo Daniel Ortega Reyes noted his intention to cooperate with the State Duma to exchange legislative experience in various fields. He also supported the decision to sign an agreement on granting the State Duma a permanent observer status at the PARLACEN.
“The creation of a single parliamentary bloc, which would include deputies and senators from Latin America and the Eurasian region, was also discussed. We hope that the Russian Federation will support us so that deputies and senators, together with Latin American parliamentarians, will create a single association to build a new world,” said Guillermo Daniel Ortega Reyes.
The Deputy Minister of Foreign Affairs and International Cooperation of Honduras Gerardo José Antonio Torres Zelaya noted the fact that in 2024 Honduras will chair the CELAC (Community of Latin American and Caribbean States) and in this regard, the country is ready to become a platform for discussions of current issues on the agenda.
José Antonio Torres Zelaya also thanked Russia for the assistance provided to his country.
Role of interparliamentary relations
The Acting Director of the Institute of Latin America of the Russian Academy of Sciences Dmitry Rozental noted that the countries of the region had not yet developed a consolidated position on their role in global politics. According to him, interparliamentary relations should play their role in that issue.
The head of the Commission on International Relations of the National Assembly of People's Power of Cuba Rolando Miguel González Patricio proposed to increase the influence of parliamentary diplomacy by introducing a mechanism for international monitoring of the activities of world institutions, for example, such as the World Bank, the International Monetary Fund, “which work without any control and turn into black holes.”
“We need to enlist the support of all the world nations that would resist the dominance of several countries and forces hampering our struggle for a multipolar world. We need to ensure respect for all nations and their independence,” said Orlando Silva de Jesus Júnior, a member of the Chamber of Deputies of the National Congress of Brazil, addressing his colleagues.
América Valentina Pérez Dávila, the Vice President of the National Assembly of Venezuela, believes that Russia and Latin American countries should join their efforts and do everything to create a multipolar world. “We must do everything to avoid the general globalism policy,” she emphasized.
The First Deputy Director General of TASS Mikhail Gusman not only supported the proposal to hold the Conference annually, but also proposed to hold another round table on issues of cooperation between information structures and media.

and intellectual decolonization. “We still live in the old and alien matrix of thinking, we use words that describe a reality opposite to the one we are
talking about,” said the member of the State Duma.
“They say “world community,” but they mean only themselves. In fact, they are the so-called “golden billion”, 1/8 of humanity at most. They talk about their values as universal. Their values for centuries have been racism, chauvinism, fascism, Nazism. They have nothing to offer the world now, absolutely nothing. We are the global majority. And we have a lot to offer. Our values are genuine,” emphasized Vyacheslav Nikonov.
The member of the Mercosur Parliament from Argentina Carlos Daniel Gleadell thanked Russia for its support in the issue of the Malvinas (Falkland) Islands.
“Vladimir Putin, the President of the Russian Federation, is a true leader in our world. He counters exploitation, oppression, he promotes solidarity with other nations in the name of strengthening sovereignty,” said Jaime Dagoberto Guevara Argueta, the member of the Legislative Assembly of El Salvador.

said that Russia “is returning to Latin America”. “I hope that the Conference will also set the economic trends
that we will our parliamentary work will also follow,” he added.
On September 29 — October 2, the First International Parliamentary Conference
“Russia – Latin America” is being held in Moscow at the initiative of the State
Duma. More than 200 participants, including parliamentarians from different
countries of Latin America and the Caribbean Region, representatives of the expert community, public figures and diplomats are expected to take part in the Conference. They plan to discuss with their Russian colleagues relevant issues
of the international parliamentary agenda.
On Friday, September 29, the President of the Russian Federation Vladimir Putin addressed the Conference participants.
The following round tables will be held as part of the events of the Conference:
- Equal and mutually beneficial economic cooperation: role of the parliaments
- Development of humanitarian ties between Russia and Latin America: contribution of the parliaments
- Just multipolar world: role of the parliamentary diplomacy
- Security for all: position of the parliaments
On October 2, the plenary session of the International Parliamentary Conference “Russia – Latin America” will be held at the State Duma (the Pillar Hall of the House of the Unions) on the topic “Cooperation for a just world for all”.
