The State Duma adopted
the outcome report of the Parliamentary Commission on Investigation into Circumstances
Related to the Creation of Biological Laboratories by American Specialists on the Territory of Ukraine.

that the US Under Secretary of State for Political Affairs Victoria Nuland, who
confirmed the fact that there were American laboratories in Ukraine, should
come to Russia and testify.
“Invite the Ambassador of the United States of America
and ask him: he is responsible for bringing Nuland here. She should testify
before the Commission, the representatives of the people. They say one thing
and do another,” stressed Vyacheslav Volodin. “The law is the same for everyone, and they like to talk about standards. Thus, they should first fulfill
the standards and come here,” he added.

, the Kiev regime helped the USA create more than 50 laboratories
on the territory of Ukraine, where secret research and experiments were conducted
on Ukrainian people. “As a result of the military-biological occupation,
Ukraine has become a source of dangerous diseases, including of unknown
origin,” stressed the parliamentarian.
“Genetic and other experiments were secretly conducted on people, without any fears of protests from the US public and responsibility,” emphasized the Co-Chair of the Commission.
The project helped the Pentagon collect and study
pathogens along the borders of Russia that could affect certain genotypes of people, animals and plants, as well as study susceptibility of residents of specific regions of Ukraine to various dangerous infectious diseases, as said the Deputy Chairwoman of the State Duma.
“The Commission
came to the conclusion that the military biological project in Ukraine is part
of a big strategy aimed at destruction of Ukraine's sovereignty. The USA
maintains and develops the facilities for creation of biological weapons
components and their possible use in foreign states, it creates and has actually
created a global military biological network of laboratories for creating
biological risks and epidemics and, worst of all, population control,” stressed
Irina Yarovaya.
The Deputy
Chairwoman of the State Duma emphasized that the USA and Ukraine were violating
the basic provisions of the UN Convention on the Prohibition of Biological
Weapons and the norms of international humanitarian law.
Proposed measures
In this regard,
the Commission proposes that the Ministry of Foreign Affairs of the Russian
Federation should continue its active activity to initiate an international
investigation and endow the BTWC with real control tools.
“And at our
parliamentary level, we propose that the Government expand the range of assessments of biological threats posed by the USA and ensure the protection of the life and health of Russian people, assess the effectiveness of existing
monitoring and the departmental normative acts in the field of biosafety,” she
said.
“We propose to create an inter-factional working group
on biosafety, because this is one of the most alarming, most important issues
in the security strategy of Russia and the whole world,” said Irina Yarovaya.
The Commission
also supports Russia's initiative on the need for conducting an international
investigation into the activities of the US laboratories in Ukraine. “We
propose to appeal to the parliaments of other countries on that issue,”
stressed Irina Yarovaya.
“There were a lot of different things in the history. And, as we remember, the Indians received
blankets to “get warm”. But these blankets were infected with smallpox,” recalled
Irina Yarovaya. “It is quite obvious that the circle is closed, and the Pentagon laboratories, just as those blankets given to different countries, are
now infected not only with smallpox. This is a real threat. The world has only
one chance — to unite and support Russia,” she added.
After approval
by the Parliament, the report should be sent to the President, the Government,
the Prosecutor General's Office, the Investigative Committee and the Commissioner for Human Rights, as added the Co-Chair of the Commission.

“The Parliamentary Commission found that the Pentagon conducted
in Ukraine dual-purpose research bypassing international BTWC obligations,”
Andrey Kartapolov said. “It has been unequivocally proven that the so-called
Ukrainian projects (UP) are primarily aimed at studying potential agents of biological weapons, as well as economically significant infections that have
natural foci and make it possible to use pathogens and call them as natural
outbreaks of diseases,” he added.
The Chairman of the Committee on Defence emphasized that the research conducted by the Pentagon
on the territory of Ukraine, as well as the former Soviet countries, poses a direct threat to Russia and requires development of special measures to ensure
biological security.
Tough geopolitical confrontation

noted the fact
that the Commission had been working in the conditions of a tough geopolitical
confrontation, the complete refusal of the “Westerners” to cooperate on the subject of the investigation. In addition, there were numerous attempts by Washington and its controlled Nazi Kiev regime to hide the traces of their
illegal actions.
“We have received eyewitness testimony, including by representatives
of the Security Service of Ukraine and the Ministry of Health of Ukraine who
undertook retraining in special US military institutions, whose duties were to work in these American biological laboratories in Ukraine,” said Vasily
Piskarev.
According to the Chairman of the Committee, it is necessary to use all available opportunities
so that the world will see the real mortal danger posed to humanity by the US military
biological programs. “I think we need to continue our work in this direction,” stressed
Vasily Piskarev.
The Deputy
Minister of Foreign Affairs of the Russian Federation Sergey Ryabkov emphasized
that the Foreign Ministry actively cooperated with the Parliament and the Commission.
“The situation
in Ukraine is a blatant example of how the United States, in practice, under
the guise of biological activities for preventive and other peaceful purposes,
is implementing projects in foreign states aimed at developing components of biological weapons,” said Sergey Ryabkov.
The Chief of Russia’s Nuclear, Biological and Chemical
Protection Troops Igor Kirillov said that the Ministry of Defence during the special military operation had analyzed more than 2,000 documents confirming
the implementation of military biological projects in Ukraine.
“None of the facts announced by the Ministry of Defence has been denied by the United States
of America. No one, including Western countries, had any doubts about the authenticity of the published documents,” he stressed.
Geographic expansion

Moskalkova, High Commissioner for Human Rights in the Russian Federation, is
convinced that the Parliamentary Commission has done a huge and trustworthy
work. She also proposed to continue it and expand the geography of the investigation.
“The creation by the United States of America of laboratories on the territory of Ukraine for testing biological agents, in fact, the deployment of biological weapons, is a gross, cynical and large-scale violation of human rights,” she said.

parliamentary organizations around Russia to stop illegal activities of the US

West, proving that it is a real empire of lies,” said the parliamentarian. “We
are talking about a long-term organized system for creating components and tools for the delivery and proliferation of biological weapons with experiments
on people,” he added.

know about it, not only in Russia, but also in the world. Thus, the faction
proposed to sign an appeal to Roskomnadzor with a proposal to unblock Twitter,
access to which was restricted in the Russian Federation by decision of the Prosecutor General's Office.
According to Vladislav Davankov, the Commission had systematically and comprehensively studied
the work of the United States of America aimed at creation of biological
laboratories around the world.

“There is an understanding that such a systematic view
of historical processes helps to understand clearly that the US military
biological project in the world has very clear and understandable goals — to reduce the population of territories that are parts of its interests. Along

mechanism,” emphasized Vladimir Vasiliev.
Today, the US is
using all means to counter the formation of a multipolar world, according to the parliamentarian. “Who encourages Ukraine to fight? It is not a secret that
it is the USA,” stressed Vladimir Vasiliev.
The Parliamentary Commission of the Federal Assembly
of the Russian Federation on Investigation into the Circumstances Related to Creation of Biological Laboratories by the US Specialists on the territory of Ukraine was initiated by the State Duma. The Chairman of the State Duma
Vyacheslav Volodin had repeatedly stressed the need to investigate the activities of US biological laboratories.
The Parliamentary Commission consists of 14 members of the State Duma and 14 senators. The Deputy Chairwoman of the State Duma Irina
Yarovaya and Deputy Speaker of the Federation Council Konstantin Kosachev are
the Co-Chairs of the Commission.
