16:32. The Second International Parliamentary Conference “Russia-Africa” has come to its end. The Chairman of the State Duma Vyacheslav Volodin proposed to hold the Conference annually.

15:16. The President of the Russian Federation Valdimir Putin stressed that Russia had always given and would continue to give priority to cooperation with African countries. He added that Russia and African countries stood against neocolonial ideology imposed by foreign states.

13:27. “Our relations have always been built on a disinterested basis, on the principles of mutual respect and non-interference in internal affairs. For our country, the African continent has never been the subject of mercantile interest, the use of labor and raw materials, and we cannot say the same about the United States of America and European states,” stated the Chairman of the State Duma Vyacheslav Volodin in his speech. Russia has a great President and statesman,” said the President of the National People’s Assembly of the Republic of Guinea-Bissau Cipriano Cassamá. “We are always on his side, we stand with him, because we see that President Vladimir Putin, the Russian people, in any conditions continue providing support to other countries. 19:25. The topic “Neocolonialism of the West: How to Prevent the Repetition of History” was discussed at the round table during the Second International Parliamentary Conference “Russia-Africa”. On the eve of the plenary session of the Conference, which will be held on March 20, the speakers discussed new formats of cooperation between parliaments, including within the framework of relevant committees, and the creation of inter-parliamentary commissions, as well as the development of common approaches to provide legal support to economy, science and education, security in multipolar world conditions.

According to Vyacheslav Volodin, the parliamentarians have reached an agreement to create a working group between the Parliaments of two states.

“Our people have made a completely clear and obvious choice: we want not only to diversify our international partnership, but also to strengthen cooperation with Russia. 12:17. The Chairman of the State Duma held a bilateral meeting with the President of the Senate of the Parliament of the Republic of Congo Pierre Ngolo. Vyacheslav Volodin said that it was planned to hold the International Parliamentary Conference “Russia-Africa” annually. Bilateral meeting between the Chairman of the State Duma Vyacheslav Volodin and the Speaker of the National Assembly of the Republic of Zimbabwe Jacob Mudenda was held at the State Duma. “Relations between our countries are developing dynamically most of all because of a high-level dialogue between the heads of our states. It is important for us to provide legislative support to the decisions made at the highest level,” stressed Vyacheslav Volodin.

Today, there is scheduled to hold round tables discussions with participation of Russian and African parliamentarians, experts. The bilateral meeting of the Chairman of the State Duma Vyacheslav Volodin and Speaker of the National Assembly of the Parliament of South Africa Nosiviwe Mapisa-Nqakula was held at the State Duma. More than 40 official delegations from almost all African states, as well as leading experts took part in the Conference. They discussed with their Russian colleagues topical issues of the international parliamentary agenda.

On March 19, there was held a business breakfast with participation of the parliamentary delegations of African states and Russian business representatives.

On March 20, there was held a plenary session of the International Parliamentary Conference entitled “Russia-Africa in the multipolar world” at the State Duma (the Pillar Hall of the House of the Unions).

The Conference was held just few months before the Second Russia-Africa Summit, which is planned to be held on July 2023 in Saint Petersburg.

The first International Parliamentary Conference “Russia-Africa” was held in Moscow in 2019.
