According to Igor Kirillov, the implementation of the COVID-19 development scenario and USAID’s unexpected termination of the Predict program allowed to assume that the outbreak of the pandemic was of deliberate nature and the US was involved in that.

of the State Duma stressed that “the parliamentary investigation revealed the US
project had a particular interest in different viruses and pathogens of animal
origin and tried to present them as natural pathogens of epidemics.”
“The US biological laboratories in Ukraine have posed and still pose a huge threat to the citizens of Ukraine and to the whole world, including as there is lack of security facilities and non-compliance with safety regulations,” she stressed.
“The Ministry of Defense has presented serious facts. It would be wrong to ignore them,” the Co-Chair of the Parliamentary Commission said. “The US authorities have gone too far. But we should not expect that the US would reveal the truth. For a long time, they have deliberately conducted secret development of dangerous pathogens,” she added.
The entire US project, starting from Maidan and nationalists to military laboratories in Ukraine, “is a monstrous illustration of the aggressive and dangerous US policy”, as said Irina Yarovaya.
“This is the military biological Pandora's box, which the United States has opened and filled more than once. Therefore, we do not know what viruses and pathogens they have developing and have released,” emphasized the Deputy Chairwoman of the State Duma.
Irina Yarovaya is convinced that WHO should deal with that issue and start investigation into the activities and leaks of viruses from the US laboratories, including “in the context of the emergence and spread of the monkeypox virus, coronovirus, and, finally, to reveal the secrets of the US military biological laboratories.”
