monitor external biological threats to Russia and evaluate the activities of Pentagon’s biological laboratories in Ukraine.
A meeting of the Parliamentary Commission on Investigation into the Activities of the US Biological Laboratories in Ukraine was held at the State Duma. The Deputy Prime Minister Tatyana Golikova took part in the meeting as an expert.
Opening the meeting, Irina Yarovaya stressed: “The main purpose of our parliamentary investigation into the creation and performance of the activities of the military biological laboratories on the territory of Ukraine is to ensure the safety of Russian citizens, to protect lives and security of our country.”
The Deputy Chairwoman of the State Duma recalled that the Federal Law “On Biological Safety in the Russian Federation” was adopted in 2020. According to it, starting on January 1, 2022, the Ministry of Health should monitor biological risks, by identifying them, analyzing, forecasting, evaluating and ranking on the basis of unified criteria. The law also provides for the formation of the state information system on biological safety.
“Taking into account the facts that were revealed during the parliamentary investigation and documented information that the US military biological project in Ukraine poses a real threat to Russia, it is very important for us to see the implementation process of the provisions of the federal law in terms of ensuring biological safety of our citizens,” emphasized Irina Yarovaya.
She is convinced that the US military-biological project is not humanitarian at all. “That means that we should take into account this fact when we develop national security measures,” said the Deputy Chairwoman of the State Duma.
Irina Yarovaya recalled that on June 9, there was published information on the Pentagon website containing all the facts related to the US activities in the post-Soviet area in the field of biotechnologies, coordinated by the US military authorities. “Taking into account the recent remarks made by the representatives of the NATO bloc regarding that they consider Russia as an enemy, we should consider all these facts and develop additional measures,” the parliamentarian said.
In this regard, Irina Yarovaya proposed that the Ministry of Health should monitor external biological threats to Russia and evaluate the activities of Pentagon’s biological laboratories in Ukraine as part of the general monitoring.
“As part of the monitoring, this issue should be reviewed separately,” she said. “In addition, I believe that it would be right if the Government Commission, coordinated by Tatyana A. [Golikova], considered and developed additional measures to ensure the safety of lives and health of Russian citizens, taking into account the confirmed fact of the danger of a military biological project in Ukraine”, stressed the parliamentarian.
The Co-Chair of the Commission also proposed that the Ministry of Education and Science should monitor the situation with genetic engineering and synthetic biology.
“Monitoring, which according to the law should be conducted by the Ministry of Science, should study more complex issues, like genetic engineering, and the possibility, including of receiving an expert assessment of the dangerous trends that we see now in the world,” Irina Yarovaya added.
According to her, it is important that those studies should be linked with current innovations and potentially dangerous developments.
“We are concerned about monkeypox situation and the involvement of the US specialists in this issue with not humanitarian purposes, but trying to increase the aggressiveness of those existing viruses that appear unexpectedly and are not typical for different regions of the world,” stressed the Deputy Chairwoman of the State Duma.
