Stability as a key to effective development
“The main achievement of China is the creation of a strong and stable public government system which contributes to economic growth. Despite the challenges, there was no revolution and the authorities did not start to destroy all those things that had been created before,” said Viacheslav Volodin.
“China’s example once again demonstrates which things may be achieved on the basis of the party-political system which has proved its effectiveness. That will lead to even greater achievements in the future,” said the Chairman of the State Duma. He added that it was impossible to destroy the political system and noted the inadmissibility of populism and extremism.
“China has been improving its political system, making it more effective. We noted the fact that turmoil, demagoguery were the reasons why our country was losing its statehood. Then it tried to get everything back with great losses and, in fact, undermining all achievements. Such situation took place in 1917, and then repeated in 1991, when the Russian empire and then the Soviet Union collapsed. These are great examples why it shouldn't be like that,” said Viacheslav Volodin.
“There will be soon the elections to the State Duma, and we should understand that and do everything to make our party system the good basis for the development of our state,” stressed the Chairman of the State Duma.
Russia-China cooperation
The Chairman of the State Duma called cooperation between Russia and China “a partnership of a new type”: “As for the 20-year period, this is new type cooperation between the two superpowers, build on the principles of openness, mutual respect and comprehensive interaction.”
There is a dialogue between authorities, public organizations in the framework of humanitarian cooperation, as well as interaction at the interregional level. The results of this partnership are impressive. In particular, trade turnover has grown 13 times over these years. 26% of payments are in national currencies.
“Such cooperation is very important for maintaining global stability in the world,” stressed the Chairman of the State Duma.
“We are building relationships in the interests of each country. This makes us stronger,” said Viacheslav Volodin.
“Our states have achieved a lot. This is a good example when two states build cooperation looking at each other face to face. In the interests of the citizens, and want to strengthen their states and development. Such cooperation is very good for both states, there are no double standards and it would right to continue such a comprehensive cooperation in the upcoming years and even centuries, transmitting to future generations,” he said.
Parliamentary dimension
The Chairman of the State Duma is convinced that it is necessary to strengthen inter-parliamentary cooperation.
“There is an Inter-parliamentary Commission, where we discuss specific issues. We are reaching a different level of cooperation, there are new forms of cooperation, our dialogue becomes more open, more productive, and it is based on the initiatives of our heads of states,” stressed Viacheslav Volodin.
“It is very important for the State Duma to provide legislative support for decisions that of the heads of Russia and China. And that is the purpose of our legislative work,” he said.
The Chairman of the State Duma is convinced that “the decisions they made had helped to strengthen cooperation and to achieve a lot, contributing into development of the Russian Federation and China.”
“It is important that the relations of comprehensive cooperation, strategic partnership would develop in all directions. And it would enhance cooperation between ordinary citizens. We will understand each other better in this case,” said Viacheslav Volodin.
Leader of the CPRF faction Gennady Zyuganov agreed with Viacheslav Volodin that China had managed to create a strong and stable government system, which contributed to economic growth in the face of challenges.
“Two modernizations over the past 100 years had changed the world — the Leninist-Stalinist, which turned the collapsed empire in a new state — the USSR, and the Chinese miracle, which showed an example that even in times of crisis it is possible to achieve high results. It is no coincidence that the President of Russia Vladimir Putin paid his first visit to China and prepared an agreement 20 years ago. But before the agreement was reached, there were years of development and hard work, which strengthened our friendship, testing it during wartime and the construction of a new socialist China,” said Gennady Zyuganov, leader of the Communist Party faction. He added that countries should learn from each other experience.
“Our comprehensive cooperation, as I think, will help to save the world from another big military shock,” he said.
Leader of the LDPR faction Vladimir Zhirinovskii noted the fact the 20th century was difficult for the Soviet and Chinese people.
“The 21st century should be calm, and we will enhance our trade cooperation between our countries. Citizens of Russia and China should wake up with smiles on their faces and live in peace. Let's develop tourism area together and create new student exchange programs. May there be peace and tranquility between Russia and China,” stressed the leader of the LDPR faction.

noted the extensive and multi-lever work that had
been done by both states.
“There are representatives of all parliamentary factions, representatives of the Chinese Embassy to Russia, our colleagues from the Foreign Ministry and well-known representatives of the Russian-Chinese friendship society. Also I would like to thank the Chairman of the State Duma for making an exception. And it is clear in what difficult conditions, when many events are canceled, he gave his consent and permission to hold this exhibition. And let me thank him as he agreed to take part in the opening ceremony,” the parliamentarian stressed.
Ivan Melnikov is convinced that such approach demonstrates great respect for Chinese colleagues and the great work between two countries at all levels.

bind Russia and China, which differed a lot from the Western values.
“These are values that are associated with the priority of international law, mutual respect and a willingness to see your real counterpart, and not as we would like to see it. This based on traditions, culture, knowledge and respect for each other,” he stressed.
Ambassador of the People's Republic of China to the Russian Federation Zhang Hanhui emphasized that the political cooperation between the states demonstrated the greatest stability:
“The parties […] have established a special mechanism for holding summits for the timely exchange of information on key issues of mutual interest, as well as to provide powerful dynamics and high quality development of bilateral relations.”
Russia and China provide each other with strong mutual support, fully support each other in protecting vital interests, maintain close cooperation on issues related to sovereignty and security, and address together various threats and challenges, as said Zhang Hanhui.
