He congratulated Sadyr Japarov on his election President of Kyrgyzstan. “Our representatives observed the elections and noted the high level of the competitiveness, transparency and legitimacy,” said the Chairman of the State Duma.
Viacheslav Volodin noted the differences in electoral process of the recent elections in Kyrgyzstan and the USA.
“Elections in Kyrgyzstan were held more transparently than in the United States. The United States has always urged to follow its example, now the US authorities should learn from you. There is credibility of the elections in Kyrgyzstan, unlike in the United States,” said the Chairman of the State Duma.
Viacheslav Volodin also stressed the need to develop cooperation between the specialized committees of the parliaments of the two countries. “Russia and Kyrgyzstan are strategic partners, so it is very important that parliaments should develop and strengthen our cooperation, thus we should cooperate within the framework of the CSTO, CIS and EAEU, and within the framework of specialized committees,” he said.
“We have a lot in common: common history, and our cultural ties and educational projects that we can rely on,” stressed the Chairman of the State Duma.
A joint position at international platforms would help to develop cooperation, as said the Chairman of the State Duma. “It is important for us to understand each other better, that we have same position at inter-parliamentary forums. This will strengthen the decisions that we make together,” he said.
Viacheslav Volodin added that at the end of March, he planned to meet the Speaker of the Joǵorku Keńesh (Supreme Council) of the Kyrgyz Republic Talant Mamytov within the framework of the CSTO PA Council, which would be held in Dushanbe. “We will discuss cooperation between parliaments of our countries, as well as issues of harmonization of legislation together with the CSTO member states,” he said.
Providing support during the pandemic
President of Kyrgyzstan Sadyr Japarov noted the mutually beneficial and trustful alliance and strategic partnership of the two states.
Sadyr Japarov expressed gratitude to Russia for provided support during the coronavirus pandemic. He recalled that Kyrgyzstan regularly received humanitarian aid, including medical supplies and equipment. “Russia has helped with medical workers during the peak of the pandemic, helped to get return citizens back home and simplified the rules governing residence of our citizens in Russia,” he said.
“We intend to enhance our Eurasian integration and progressively develop close cooperation within the framework of such international organizations as the EAEU, CIS, CSTO and SCO,” stressed the President of the Kyrgyz Republic.
“I would like to note with great satisfaction current high level of inter-parliamentary cooperation between Kyrgyzstan and Russia,” the President and paid attention to the effective bilateral dialogue at such inter-parliamentary platforms, like the IPA CIS and the CSTO PA.
“Meetings of the bilateral commission on cooperation between the Joǵorku Keńesh of the Kyrgyz Republic and the Federal Assembly of the Russian Federation also show high efficiency,” added Sadyr Zhaparov. There is also cooperation at the level of relevant committees of the parliaments of the two states.
“I am convinced it is necessary
to consolidate efforts of the parliaments of the two states to address new
challenges and threats, including viruses, as well as international terrorism
and extremism to ensure security together,” said the President of Kyrgyzstan.
Russian language status
Viacheslav Volodin stressed that the status of Russian language as an official language in Kyrgyzstan also helped to strengthen cooperation between our countries.
“Russian is the official language in Kyrgyzstan. That provides new opportunities for the citizens of Kyrgyzstan. We have made a decision that allows representatives of countries where Russian is the official language to have several benefits, for example, they do not need to receive new drivers’ licenses,” he said.
“European states do not need our citizens, there is no opportunity there for the self-realization that the citizens of Kyrgyzstan can have here in our country,” added the Chairman of the State Duma.
“Preservation of the Russian language as an official language is in the interests of our citizens,” stressed Sadyr Zhaparov.
