that the Parliamentary Assembly had performed activities in 2020 in line with seven
priorities of the Russian CSTO chairmanship, outlined by Russian President
Vladimir Putin.

“First of all, this is the formation of legal conditions for the safe and stable development of the member states of the organization in accordance with the CSTO Collective Security Strategy until 2025,” he said.
“The priority issues of the Parliamentary Assembly are the convergence and harmonization of national legislations,” stressed Viacheslav Volodin and added that it is necessary to find common solutions to strengthen the collective security system within the CSTO framework, based on the model lawmaking.
According to him, current CSTO PA legislative portfolio contains 69 model acts, 35 of them have been developed in accordance with the program of activities of the Parliamentary Assembly for convergence and harmonization of national legislations of the CSTO member states for 2016–2020.
“The draft lawmaking program for the next five years, which we have developed this year and plan to adopt today, contains 29 model acts,” added the Chairman of the State Duma. ‘It includes the proposals of the parliaments of the CSTO member states on legislative regulation of digital, economic security, information protection, countering terrorism, extremism and organized criminal activities,’ said Viacheslav Volodin.
In addition, recommendations for the development of common principles for creating artificial intelligence and robotics, Internet regulations, formation and use of big data had been developed.
“We should protect together the digital sovereignty of our states, resist attempts to interfere in internal affairs, including information and political processes,” stressed Viacheslav Volodin.
The Chairman of the State Duma also emphasized that the CSTO PA program of activities should meet the requirements of the time, as the new challenges appeared.
He also noted one of the most important tasks of the Parliamentary Assembly –promotion of ratification of treaties signed by the heads of the CSTO member states.
“Four out of 56 treaties are still being ratified in some states,” said the Chairman of the State Duma. “It is also necessary to do everything to implement the decision of the Collective Security Council on the formation of a single list of organizations recognized as terrorist,” stressed Viacheslav Volodin.
“We will close legislative gaps as an organization recognized as terrorist in one of the CSTO member states, is able to operate in other state,” he added.
According to Viacheslav Volodin, another area of the joint work is legislative support for combating drug trafficking.
In addition, the Chairman of the State Duma in his speech stressed the need to strengthen cooperation within the CSTO PA framework and to establish partnerships with international organizations. “Additional opportunities for increasing the efficiency of the Parliamentary Assembly are provided by the granting of observer and partner statuses in the CSTO. Coordination of actions of parliamentary delegations of the CSTO member states in international organizations is really important and helps to strengthen our inter-parliamentary cooperation,” he said.
Serbia and Afghanistan took part in the meeting as observers.
“An important priority of the Russian chairmanship is the improvement of the crisis response system and information interaction with the authorized governing bodies of the CSTO member states,” said Viacheslav Volodin.
CSTO PA observers at the elections
Representatives of the CSTO PA will observe the elections which will be held in Kazakhstan and the Kyrgyz Republic in January, as Viacheslav Volodin said.
Chairman of the Mazhilis of the Parliament of the Republic of Kazakhstan Nurlan Nigmatulin said that the elections to the Mazhilis and local government elections will be held on January 10. According to him, the Ministry of Foreign Affairs of Kazakhstan has already sent an invitation to the CSTO PA to send a delegation to observe the elections.
“I think that we will respond to the invitation and make a decision to send the CSTO PA delegation and, as far as I know, you will also propose to send delegations of the parliaments of the countries. Therefore, I hope we will do everything to send our observer delegations to Kazakhstan,” said the Chairman of the State Duma.
Viacheslav Volodin suggested the meeting participants would support the idea of sending of delegations to observe the presidential elections in Kyrgyzstan. He added that Talant Mamytov planned to pay an official visit to Russia in the near future.
“I would like to express my gratitude to Talant Turdumamatovich for his speech, and I hope that we will meet on Monday during your official visit to Russia,” said the Chairman of the State Duma.
