“The main result and achievement of the spring session, in my opinion, is the return of Russia to PACE. It was a long and painstaking process with the participation of parliamentarians and representatives of the Ministry of Foreign Affairs. But we cannot say that cloudless years of cooperation with this organization are ahead of us. Still, there are a lot of very influential forces that want to put our country in complete isolation and situation of endless sanctions. Although the last weekend elections to the Verkhovna Rada of Ukraine showed the full degree of voters’ “support” of outrageous and hysterical representatives of the Ukrainian delegation: they were not included in the new parliament,” said Petr Tolstoy.
On September 30 — October 4, the Russian delegation will take part in the PACE regular session in Strasbourg. “These days the Council of Europe will celebrate its 70th anniversary, and we very much hope that the organization will mark its anniversary with a return to its basic democratic principles and values,” said the parliamentarian.
Another major international event of the session was the Second International Forum “Development of Parliamentarism” in Moscow: “The second forum showed its popularity. I am sure that the next event will be even bigger and more profound, and we are already preparing for it. ”
Protection of the rights of citizens in an era of the rapid development of the digital economy and the creation of a working group on the improvement of legislation in the field of digital technologies were also an important part of the work of the State Duma in the spring session, noted Petr Tolstoy
“This topic is becoming very relevant: people are suffering from cheaters, are dealing with new technologies and are afraid of transition to a new digital era. Only I received more than 70 appeals concerning the development of the digital economy. The working group will continue its activities during the autumn session,” said the parliamentarian.
In addition, the most important for millions of citizens a bill on the protection of people and their property from fraud using an electronic signature, the draft law, which introduces amendments to the Labor Code, providing for the possibility of sending notices and statements by the parties to an employment contract in electronic form, a draft law on digital rights are under consideration, said Petr Tolstoy. Work on these and other initiatives will continue in the autumn.
Also in the autumn, working groups on the protection of citizens' rights participating in the renovation program in Moscow and on the legislative regulation of socially significant issues, where the proposals of His Holiness Patriarch Kirill, voiced during the Christmas readings in January 2019, are discussed, will be resumed.
At the end of August, Russian parliamentarians will take part in celebrations marking the 75th anniversary of the liberation of Slovakia (Czechoslovakia). “Unfortunately, today we often hear rather ambiguous assessments of those events, which goal is to belittle the role of the Red Army. Therefore, we all today have the task of protecting our common history from fraud and attacks of unscrupulous politicians. I am glad that the leadership of Slovakia understands this, and in their own country, they do not allow to manipulate public consciousness and treat history with respect and reverence. Unfortunately, some countries who once we considered as brothers today not only do not find the strength to resist this contagion but are also engaged in the cultivation of neo-Nazism in Europe,” stated the Deputy Chairman of the State Duma.
