New trends
Addressing the participants of the Forum, the Speaker of the Parliament of Bangladesh Shirin Sharmin Chaudhury thanked the organizers for invitation to participate in the Forum.
She noted that ”parliaments can no longer be called just national institutions.“
“Globalization creates new trends in the economy, technology and development. And the impact of globalization affects everything, and democracy too. New challenges are appearing. Abduction, terrorism, (…) climate changes. All these things transcend national borders,” Shirin Sharmin Chaudhury stressed.
In addition, she stressed that ”parliamentarians should make positive changes in people's lives.“
“Our role as representatives of the people gives us a unique opportunity to create a world where everyone has equal opportunities to achieve their intentions. And no one should stay away from this process. We should work together so that everyone will be able to live in dignified conditions. We should listen to what people say(…) We should always follow democratic principles. Today, our parliamentary institutions are at the center of all processes,” she stressed.
Interaction of Russia and Africa

of Morocco Habib El Malki emphasized the importance of interaction between Russia and African countries in the fight
against global threats, stressing that only united we are able to adress
contemporary challenges.
“We are countering the challenges that we face. The consequences of climate
change are very dangerous. (…) Today we face the danger of terrorism, which
is transnational and is a dangerous challenge. And at the same time, we are
witnessing conflicts that are
no longer a national
phenomenon, because, there are huge flows of refugees as a result,” said Habib El Malki.
Confront common enemies
The President of the National Assembly of Ecuador César Litardo also emphasized the relevance of global threats.
“The fight against drug trafficking, countering corruption are the topics that should lead us to work together. We should work only together and find opportunities for cooperation,” he stressed.
Cooperation with Central
America
The President of the Central
American Parliament Irma Amaya Echeverría noted the fraternal relations and successful cooperation
between Russia and Central America in various fields, including cyber security.
She recalled that an agreement on cooperation has been signed between the State
Duma and the Parliament of Central America. According
to this agreement, the parties will address the issues of mutual interest in the region.
She also stated that “we do not support sanctions — limiting and denigrating”.

Chairman of the Islamic Consultative Council of the Islamic
Republic Masoud Pezeshkian noted
that constructive cooperation between parliaments will help to counter poverty,
spread of fake news, information wars,
instability and other issues. He stated that the Forum participants can “share
valuable experiences and practices to help find a way and a mechanism” to address issues.
“We have gathered to resolve all interfaith and inter-ethnic differences, and move towards peaceful coexistence,” he stressed. Masoud Pezeshkian also condemned the actions of the United States against
his country.
New opportunities
The Speaker of the Parliament of the Republic of Uganda Rebecca Kadaga noted
that the Forum provides participants new opportunities.
“This is a very important tool for strengthening cooperation, and we can discuss all the emerging issues. I think this is a very important platform for sharing best practices and exchanging of our experiences to come to the right conclusions. But, in addition, we can discuss plans for the future and for further cooperation,” said Rebecca Kadaga.
She stressed the need to acknowledge the importance of the problem of migrants and refugees by parliamentarians around the world and to take relevant measures.
“Our country faces many problems, and we would appreciate the help and support in all these issues. We also hope that we will be assisted in our capacity building and in the transfer of new knowledge. Currently, we have limited expertise, so we will assess all the technologies that can be transferred to us, and we will actively use them in the future. We are ready for cooperation,” she said.
“The goal of our work is to improve the well-being of the population. (…) We are making every effort to achieve peace and improve life around the world,” she concluded.

Assembly of the Oriental Republic of Uruguay Cecilia Bottino noted that Uruguay “fully supports the initiatives that
contribute to the development of the work of legislators”.
”Uruguay and Russia have very important diplomatic, social and historical
ties,“ she stressed.
Equal dialogue

thanked the participants for their kind words addressed to the Russian Federation.
“This Forum is an important and new platform for equal dialogue of all
countries. As you see, we are all different. We represent different countries.
(…) We are united by common problems that we must solve for the benefit of our voters, for the benefit of our nationals,” he stressed.
Petr Tolstoy noted that “we are facing common challenges. And to find ways to resolve the existing
issues is only possible with a help
of an equal dialogue. ”
”These issues like environment, and security, and the fight against
poverty — all that what the speakers have discussed here
and at the sections,“ he said.
In closing the plenary session, the Forum participants adopted the Final
Declaration of the Second International Forum “Development of Parliamentarism”.
