The interaction between the parliaments of different countries is, first of all, the interaction of nationals, he believes, as parliamentarians are “representatives of their constituents and their interests.”

“Therefore, when making any decisions, we must be guided, first of all, by this condition,” the parliamentarian added.

According to Petr Tolstoy, there are enough challenges in the world that should be discussed at international inter-parliamentary platforms. At the same time, the result of such large-scale meetings should be “not just memories of pleasant communication, but also concrete solutions to the challenges facing humanity”. 

However, he believes that modern international relations in general and inter-parliamentary organizations in particular are experiencing certain difficulties.

“As it turned out, not only we see the problems of development of modern parliamentarism: many of our colleagues talk about the inadmissibility of political pressure on national delegations at international platforms. Moreover, this is not just about Russia. We should turn the tide, as the situation is no way combined with the basic principles of democracy and the equality of the rights of states to sovereignty and autonomy in decision-making. Readiness for equal and mutually respectful dialogue on the part of some countries should not depend on the size of the territory or economy of others, on the quality of their armed forces and their ability to protect their national interests,” concluded Petr Tolstoy.

The Second International Forum ”Development of Parliamentarism“ is being held on July 1–3 on the initiative of the State Duma. This year, representatives from 132 states came to the Forum. About 800 foreign guests and delegations from 14 international parliamentary organizations are taking part in the events. 41 speakers representing the national parliaments are participating in the Forum.
The Forum will also hold the Parliamentary Conference “Russia-Africa”.
