The Chairman of the State Duma of the Federal Assembly of the Russian Federation of the eighth convocation. Elected in single mandate constituency № 163 (Saratov constituency - Saratov Oblast)
the bill of the Verkhovna Rada, which restricts the rights of observers at the elections of the President of Ukraine, is discriminatory and violates the norms of international law. This initiative violates the principles of democracy and also contradicts the principles and foundations of the OSCE.

Viacheslav Volodin believes that restriction of the number of observers at the elections based on citizenship is unacceptable. The OSCE Parliamentary Assembly is obliged to intervene and do everything to protect democracy and the fundamental rights and freedoms of citizens of Ukraine.

“Such decisions create a precedent and threaten the existence of the institution of international observers. We shall do everything to prevent this,” said the Chairman of the State Duma.

“It is clear that they try to adopt this anti-democratic bill that violates the fundamental rights and freedoms of citizens in order to preserve the power of the current President of Ukraine, Petr Poroshenko. He has no chance of being re-elected in a competitive, open and legitimate election campaign. Being afraid to lose, he is trying to do everything to preserve personal power. That is why he needed a discriminatory norm, allowing him to avoid an objective assessment of the election campaign, making the elections non-transparent. This should not be allowed, ” said Viacheslav Volodin.
