The Chairman of the State Duma of the Federal Assembly of the Russian Federation of the eighth convocation. Elected in single mandate constituency № 163 (Saratov constituency - Saratov Oblast)
and Nguyễn Thị Kim Ngân, Chairman of the State Duma noted at the meeting the special relations between the two
countries. He stressed that the Inter-Parliamentary Commission is a new format.
Russia and Vietnam create it to discuss specific issues and develop the parliamentary cooperation.
Meetings of the Inter-Parliamentary Commission will be held every year, alternately in Russia and Vietnam. Nguyễn Thị Kim Ngân proposed to hold meetings of the Commission every time in different cities. According to Viacheslav Volodin, the issue of the development of the digital economy “could be a core of the Inter-Parliamentary Commission’s work.”
“The legislation that we create in this area is new, and we could share experience and solve the problems of building a digital economy together,” he said.
“The world is developing, the economy is developing, new formats are coming, and we should not stop but, on our part, develop the cooperation and keep with the times,” said Chairman of the State Duma and stressed that the movement forward discussion of specific issues, the formation of model legislation, common legal space on a number of issues should not only give impetus to bilateral relations, but also provide tangible results. In this regard, the interaction of relevant committees of the State Duma and the National Assembly of Vietnam is important.
“This is the first inter-parliamentary cooperation mechanism for the National Assembly of Vietnam. This once again confirms the high level of cooperation between our states,” Nguyễn Thị Kim Ngân noted after signing the agreement.
Chairwoman of the National Assembly of Vietnam expressed gratitude for the support of the Russian side for the idea of expanding the quotas for training Vietnamese teachers of the Russian language.
As Viacheslav Volodin said, about 30 thousand specialists from Vietnam studied in the USSR and the Russian Federation, now one thousand budget-funded admissions in Russian universities are provided to Vietnamese students. “This is a good step towards each other. In the future, we will be able to build relationships in various areas of the economy, based on the knowledge we have gained,” Chairman of the State Duma stressed.
The parties also agreed that it is important for parliamentarians to provide legislative support for implementation of interstate agreements.
Viacheslav Volodin noted that there are
representatives of the legislative assemblies in the Russian delegation of two
regions of the Russian Federation — the Tomsk Oblast and the YaNAO (Yamalo-Nenets Autonomous Okrug). “The development of interregional ties will give
impetus to inter-parliamentary relations,” he said.
