Russia and Vietnam are reaching a new level of inter-parliamentary cooperation

The State Duma and the National Assembly of Vietnam are going to sign an agreement on the Inter-Parliamentary Commission on Cooperation, and this new format will help to achieve concrete results. reminded that an agreement on the establishment of the Inter-Parliamentary Commission on Cooperation between the State Duma and the National Assembly of Vietnam is expected to be signed tomorrow.

“We are going to discuss this issue tomorrow with our colleagues from the Parliament of Vietnam to reach a new format of interaction. We consider the issue of establishment of a bilateral commission between the Parliament of Vietnam and the State Duma a very important and responsible decision of the development of relations at the parliamentary level,” Chairman of the State Duma said.

“We are reaching a new level of development within the parliamentary dimension. It is marked by the fact that we are creating new formats of interaction with discussion of issues and reaching concrete solutions,” Viacheslav Volodin stressed. Earlier, he said, relations were built at the level of exchange of delegations “just once a year or every two years,” and this did not oblige to further actions.

The work of the Inter-Parliamentary Commission should be dynamic, meetings should be held regularly, alternately in Russia and Vietnam.

“The establishment of a working body between the parliaments, which will have the annual format to discuss the agenda for the development of relations between the two countries at parliamentary level, all this commits us to work on these issues during the year, to prepare for further consideration and reach concrete results,” he stressed.

“Including discussion of model laws – we should pay more attention to the examination of the legislation of our countries, to work towards its harmonization, creating a common legal space in certain segments, Chairman of the State Duma said. One of these segments may be digital economy. It is also possible within the framework of the Inter-Parliamentary Commission to discuss issues of security and the fight against terrorism, the work of Vietnamese people in Russia.

Viacheslav Volodin recalled the long history of relations between the two countries. “When we talk about the history of our relations, they are characterized by the fact that they have never been overshadowed by disappointment,” he stressed. This is a good foundation for development, including at the level of parliaments.

Chairman of the State Duma noted that the Soviet Union had done a lot for Vietnam to become an independent state. Many citizens of this country studied in the USSR and later in the Russian Federation. Now, specialists and students from Vietnam continue to come to Russia to acquire qualifications, “and this area also requires development,” said Viacheslav Volodin.

“Vietnam is a strategic partner for us,” Viacheslav Volodin stated. Trade in 2017 grew by 35% and for the first nine months of 2018 the turnover also showed good dynamics. “The task is to reach $ 10 billion in trade just in a few years,” said Chairman of the State Duma.

It is also important to increase the flow of tourists between countries. Viacheslav Volodin indicated that 570 thousand Russian tourists visited Vietnam in 2017, and in 2020 this number could grow to 1 million.

The growth of tourist flows is a very good indicator, it says a lot, Chairman of the State Duma believes. He is sure that relations between the two countries are not just friendly. “People have a lot in common — both Russians and Vietnamese are friendly, positive,” noted Viacheslav Volodin.

The leaders of the two countries are doing a lot for the development of relations between Russia and Vietnam, the governments of both countries work effectively, Chairman of the State Duma said. “For our part, our task at the parliamentary level is, on the one hand, to ensure through legislation the decisions taken, and on the other hand, to reach formats that have specific goals,” he said.
