“Today the State Duma
adopted in the first reading the Federal law on the State budget for 2019 and the planning period 2020–2021. And although the state programmes are not
supposed to be considered in the first reading, as it is the plot of the second
reading, however, the day before, the State Duma Committee on Budget had already
reviewed the main parameters of all state programmes involving relevant State
Duma Committees, representatives of the Ministry of Finance and other

In particular, the programme “Foreign policy activity” was reviewed and after discussion in the draft resolution of the State Duma on the adoption of the law on the budget appeared a point that the Ministry of Foreign Affairs should enhance coordination of international activities of the federal executive authorities, as prescribed by Presidential Decree in 2011. Because often it turns out that one event is held abroad week later another one, then the third one, and in the same country and almost at the same time. They are not interconnected and often do not achieve the objectives that our country expects, allocating budgetary resources. The objectives are not only economic, but also foreign policy. Because any event that we hold abroad, whether it is an exhibition of Russian products or a cultural event, it necessarily involves a foreign policy task — strengthening relations between countries and between nations, forming a positive image of Russia. Today, this has become particularly important in the context of the ongoing slander and insults against our country and our people, daily spread by foreign media”, said member of the Committee on International Affairs.
