gave a speech at the opening ceremony of the Congress. Welcoming the participants, he said: “We want to see people, who know the history of humanity and won’t repeat the mistakes of the past, come to power and to the leadership of political parties”.
“This can lead to the improvement of relations between countries around the world, and the development of humanitarian and economic cooperation,” the head of the Committee said.
He said that now some countries are talking to others in the language of sanctions, restricting the movement of parliamentarians. “Russia has always gone the other way. We invite all our guests, politicians and business representatives to have an open dialogue,” emphasized Mikhail Degtiarev. The Chairman of the Committee stated that this Congress once again shows that Russia supports equal, meaningful and direct communication.
“Foreign parliamentarians of various levels, members of youth parliamentary structures, initiative groups, who have arrived in Russia today, will become representatives of the political elite of their countries within a few years. Therefore, we would like to get to know them, to understand what proposals young parliamentarians are introducing in their parliaments. Together we will have to dismantle the walls that Western leaders are persistently building between the countries,” said Mikhail Degtiarev.
He also said that the State Duma is ready to provide a platform for a permanent advisory body of representatives of youth parliaments from different countries, which can be established following the results of the Congress. The creation of such a council will allow sharing experiences and meeting regularly in Moscow.

, said that from October 18 to 19, the First International Congress of Youth Parliaments would be held in the State Duma. “57 foreign participants from 31 countries, including parliamentarians from 14 countries, will take part in the Congress,” said Ivan Melnikov.
