First plenary session of the 12th International BRICS Parliamentary Forum was held in New Delhi

The first plenary session of the 12^th International BRICS Parliamentary Forum was held in New Delhi. Its topic is “Sustainability: Role of parliaments in maintaining sustainability of state institutions of future development.” The heads of the parliamentary delegations and representatives of BRICS member states and partners took part in the session.

“The parliamentary bodies play a huge role in maintaining sustainable development and I am glad that we can discuss this issue. We face enormous challenges. We should build capacity to address them,” emphasized the Speaker of the Lok Sabha of the Parliament of India Om Birla, opening the meeting.

The topics for discussion also included issues related to experience and approaches of legislators to maintain sustainability of state institutions, to find solutions to complex issues in the current difficult conditions.

Role of BRICS in building a fair world order

Vyacheslav Victorovich Chairman of the State Duma of the Federal Assembly of the Russian Federation (Elected in a single mandate electoral district № 164 – Saratov district, Saratov Oblast) , in his speech, noted that BRICS in its 20-years history became of the key pillar of the shaping multipolar world and one of the largest economic centers which shows the interests of the world majority. The member states are involved in almost a quarter of global export, as recalled Vyacheslav Volodin.

The Chairman of the State Duma emphasized that BRICS, since the moment of its creation, and its member states “steadily upheld the principles of openness, mutual respect and trust, and absence of double standards.”

“Nowadays more and more states support these principles. They choose the path of equal dialogue and effective cooperation in the interests of people,” stressed Vyacheslav Volodin.

The system of international relations is undergoing a transformation. In this regard, the architecture of inter-parliamentary diplomacy is also changing, according to the Chairman of the State Duma Vyacheslav Volodin. “Leaders of our states in their declaration after the BRICS Summit held in New Delhi on September 12 and 13, 2026, noted the important role of the parliamentary dialogue for developing cooperation and deepening mutual understanding between BRICS nations. It obliges us a lot. We should find common answers together to address the global challenges our countries are facing,” emphasized the Chairman of the State Duma.

Modern technologies for human benefit

Speaking about a speed of development of new digital services and technologies, Vyacheslav Volodin noted the importance of “adapting legislations to changing conditions”.

“Artificial intelligence brings not only opportunities but also modern challenges,” said the Chairman of the State Duma. “If you support, we propose to create an expert council within the BRICS parliamentary dimension which can include relevant AI specialists from our countries. This would help exchanging the best legislative practices,” he said.

The session’s participants met the proposal of Vyacheslav Volodin with loud applauses.

BRICS as future of the multipolar world

“The world will remain multipolar. It needs such system that could deal with the variety of rules that protect the legitimate rights and interests of all participants and counter threats that appear on their way to development of nations,” emphasized the Speaker of the Federal National Council of the United Arab Emirates Saqr Ghobash.

According to him, the best example of such union where all the mutual interests of the members are taken into account is BRICS. Saqr Ghobash noted that “BRICS indeed is a historically unique union, which is able to increase its influence”.
