Issues related to strengthening of inter-parliamentary cooperation between the two states as well as further cooperation within the BRICS framework were discussed at the meeting. The negotiations were held in a friendly atmosphere.

Om Birla welcomed the Russian delegation headed by Vyacheslav Volodin in Russian. The Speaker of the Lok Sabha congratulated him on his election Chairman of the State Duma and noted the fact that “the two states are linked by deep ties of friendship and cooperation”.

“Dear friend Om Birla,” addressed Vyacheslav Volodin his colleague. “India and Russia are old friends. We share the same views both on problems and their solutions. We are doing everything possible to develop relations on the principles of friendship, reciprocity, non-interference in the affairs of sovereign states, absence of double standards. We are convinced that world should be multipolar and fair. We should do our best to achieve this goal,” he added.

The dynamics of cooperation between the two states is set by the dialogue between the President of Russia Vladimir Putin and the Prime Minister of India Narendra Modi, as noted the Chairman of the State Duma. “We should make our own contribution to the development of relations within the parliamentary dimension, provide all the necessary legislative support to implement the decisions reached at the level of heads of states,” he added.

Om Birla proposed to hold a meeting of the Joint inter-parliamentary commission and noted the high level of interaction between the Lok Sabha of the Parliament of India and the State Duma. “We held several meetings: at the BRICS Parliamentary Forum in Saint Petersburg, in February of 2025 you came to New Delhi. Our personal friendship strengthens the interstate and inter-parliamentary relations,” he added.

Vyacheslav Volodin agreed with his colleague and noted the importance of building systematic interaction between legislators. “Holding meetings of a high-level bilateral commission will help develop the inter-parliamentary ties,” he said. The Chairman of the State Duma invited Om Birla and the delegation of the Lok Sabha of the Parliament of India to pay an official visit to Russia.

Speaking about the recent BRICS summit held this September, the Speaker of the Lok Sabha of the Parliament of India emphasized that it “became an important platform for developing countries where their voice can be heard”. “In the current conditions of the global uncertainty, the role of BRICS has become in uniting all the approaches,” he added.

In addition, the meeting participants discussed issues related to economic and humanitarian cooperation and noted the trade growth and the increase in a number of tourists between the two states.

Vyacheslav Volodiin wrote a note in the signature book for honored guests of the Parliament of India. “The inter-parliamentary cooperation between the State Duma of the Federal Assembly of the Russian Federation and the Lok Sabha of the Parliament of the Republic of India strengthens the bilateral specially privileged strategic partnership. The parliamentarians of our states stand for creating a new just multipolar world and BRICS is one of its pillars. We will continue to do everything possible to provide the legislative assistance to implement the decisions reached between the two leaders for the benefits of people of Russia and India,” the note says.

Vyacheslav Volodin is paying his first foreign visit as Chairman of the State Duma of new convocation to India where he participates in the 12th International BRICS Parliamentary Forum. This year, it is held in the capital of India under India’s chairmanship in 2026. The main topic of the Forum is “Strengthening of parliaments for people-centric development”.
