Ivan Melnikov addressed the meeting participants and noted the current tasks of the parliamentarians – to promote joining efforts at the level of the relevant committees, exchange of legislative experience and taking part in different events held between the Commission’s meetings.

“Our joint work once again proves that the Inter-parliamentary Commission is a truly effective tool that helps to turn the strategic level of Russia-China cooperation into tangible legislative and organizational decisions,” said Ivan Melnikov.

He also expressed confidence that the Commission’s work would help not only to exchange views but also to define the practical steps for the further development of inter-parliamentary cooperation between Russia and China.

The meeting participants also discussed the following issues on the agenda: the joint efforts aimed at addressing he international challenges and threats; providing legislative support to the scientific and technological innovations and cooperating in the AI area; enhancing cooperation in such areas as youth policy, education and culture, including within the framework of the events of Russia-China Years of Cooperation on Education; enhancing inter-regional cooperation at the level of regional legislative authorities of Russia and China, exchange of information related to development of national legislation.

In particular, Ivan Melnikov recalled that Russia had renewed the National Strategy for Development of Artificial Intelligence until 2030, and China announced global initiative aimed at governing artificial intelligence. “Russia is implementing Young People and Children project in educational area and youth policy of Russia, and China adopted a plan aimed at building a strong educational power until 2035. As part of the inter-regional cooperation, Russia is actively developing the Far East and China is implementing the high scale projects, such as Hainan Free Trade Port,” he said.

As a conclusion, the First Deputy Chairman of the State Duma noted that during the Commission’s meetings issues, they discussed issues that Russia and China have a serious experience to deal with, but “the strong potential shows itself only in case when we join our efforts, legislative approaches and practical initiatives”.
