Russia and Djibouti will cooperate on mutual legal assistance

The State Duma ratified three agreements between Russia and Djibouti on legal cooperation.

The initiatives were submitted by the President of the Russian Federation Vladimir Putin.

According to the Agreement on the transfer of persons sentenced to deprivation of liberty, a person sentenced by one party may be sent to the other party to serve their sentence there. Transfer cannot be conducted in case if a convicted person has failed to fulfill any financial obligations resulting from the sentence, or if sufficient guarantees for fulfilling such obligations, in the opinion of the sentencing state, have not been received, or if the sentence cannot be executed in the state of enforcement due to the expiration of the statute of limitations.

The Agreement on mutual legal assistance in criminal matters aims to ensure more effective cooperation in the field of countering crime. According to the document, legal assistance is refused, in particular, if the execution of the request for legal assistance could prejudice the sovereignty, security, public order, or other essential interests of the requested party, or if its execution contradicts the fundamental principles of the requested party's legislation or does not comply with the provisions of the Agreement.

The Extradition Agreement will allow, upon request, the extradition of persons located in the territory of one of the parties for criminal prosecution or the execution of a sentence for extraditable offenses. Extradition may be refused, in particular, if the requested party believes that extradition of the person could prejudice its sovereignty, security, public order, or other essential interests.
