The State Duma unanimously ratified the Treaty between the Russian Federation and the Bolivarian Republic of Venezuela on Strategic Partnership and Cooperation.
The document was signed on May 7, 2025, following the negotiations of the President of the Russian Federation Vladimir Putin with the President of the Republic of Venezuela Nicolás Maduro. The Treaty enhances the interaction of the two states in political and economic areas, including, in energy, mineral exploitation, transport, communications, and on issues of security, countering terrorism and extremism.

The Chairman of the State Duma of the Federal Assembly of the Russian Federation of the eighth convocation. Elected in single mandate constituency № 163 (Saratov constituency - Saratov Oblast)
noted that despite different political views, all the State
Duma factions supported the policy pursued by the President of Russia Vladimir
Putin and unanimously voted for ratification of the Treaty. According to him,
the document mentions not only the comprehensive development of relations with
the Republic. “It also mentions the building of multipolar world, new
opportunities for Venezuela to develop as a sovereign state, so the people of Venezuela will be able to create their own future. We see that there are
attempts to install puppets there,” emphasized Vyacheslav Volodin.
The Chairman of the State Duma noted a very serious current situation in Venezuela trying to overcome challenges and protect its own sovereignty. “Those who use threats to bring the entire nation to its knees will fail because a multipolar world is a reality. Thus, the ratification (of the treaty – editor’s note) is a concrete step to peace, development and stability not only in Venezuela but in the whole Latin America,” he added.
The National Assembly of Venezuela has already ratified the document. On October 7, Nicolás Maduro signed a decree on the Treaty’s entry into force.
