The Chairman of the State Duma of the Federal Assembly of the Russian Federation of the eighth convocation. Elected in single mandate constituency № 163 (Saratov constituency - Saratov Oblast)
headed a State Duma delegation and paid an official visit to the Socialist Republic of Vietnam. The fourth meeting
of the Inter-parliamentary Commission on Cooperation between the State Duma and the National Assembly of the Republic was held in Hanoi. The issues related to the development of bilateral trade and economic ties and the investment
climate, strengthening contacts in the energy sector, the role of parliaments
in building a just and safe world, monitoring scientific and technological legislative
developments, and enhancing educational, cultural and tourism cooperation, were
discussed during the visit.
Vyacheslav Volodin also held talks with the Republic's leadership—General Secretary of the Communist Party of Vietnam Central Committee Tô Lâm, President Lương Cường, and Prime Minister Phạm Minh Chính, and the Chairman of the National Assembly Trần Thanh Mẫn.

noted, a wide range of issues of cooperation between Russia and Vietnam was discussed during the visit.
“We held the fourth meeting of the Inter-parliamentary Commission and discussed a wide range of issues, including trade, investment, economic, scientific cooperation, high technology, humanitarian, educational, scientific, cultural and tourism cooperation,” said Ivan Melnikov. “The international agenda, our joint actions aimed at protecting a multipolar world, and the coordination of positions on international platforms, were also discussed,” added the parliamentarian.
According to the First Deputy Chairman of the State Duma, the delegation's meeting with the General Secretary of the Communist Party of Vietnam Central Committee Tô Lâm was particularly fruitful. They discussed the agreements reached during the visit of the President of Russia Vladimir Putin to Vietnam which was held in 2024, as well as the Vietnamese politician's visit to Russia to participate in the commemorative events on the occasion of the 80th anniversary of Victory in the Great Patriotic War.
“The discussion focused on the role of parliament and parliamentary committees to implement the agreements reached by the leaders of our countries and to provide legislative support for these agreements,” added Ivan Melnikov.

noted a friendly atmosphere of all negotiations held
with the Vietnamese leadership. “In a short period of time, the Vietnamese side
prepared very substantive meetings with the Speaker of Parliament, the Prime
Minister, and, most importantly, the General Secretary of the Communist Party
of Vietnam Central Committee,” he added.
“We can emphasize that the Vietnamese leadership has a very competent, balanced, and positive approach to current situation and Russia's role in the world. Our Vietnamese comrades were impressed, in a good way, by the initiatives proposed by the parliamentary delegation led by Vyacheslav Viktorovich Volodin. This is related not only to the creation of new institutions or tools for working at the parliamentary level. It also reflected the Russian parliament's willingness to support and promote initiatives implemented at the executive level,” emphasized Alexander Babakov.

that the top leaders of Vietnam have a very positive attitude toward Russia.
This is a longstanding friendship with Russia. It began with Ho Chi Minh's
visit to the Soviet Union. And the countries take many steps so we see that our
friendship is truly a two-way process,” stressed the parliamentarian.

for a multipolar world, respect for international law, and the sovereign
