Vyacheslav Volodin sent to the relevant State Duma committee a bill on the denunciation of the European Convention for the Prevention of Torture

sent a draft Federal Law “On the Denunciation by the Russian Federation of the European Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment and the Protocols thereto” to the Committee on International Affairs. The bill was submitted by the President of the Russian Federation.

The draft law proposes to denounce the Convention of November 26, 1987 and Protocols No. 1 and No. 2 of November 4, 1993, signed by the Russian Federation in Strasbourg on February 28, 1996.

“We will consider the draft law submitted by the President of Russia as a matter of priority,” emphasized Vyacheslav Volodin.

The Chairman of the State Duma noted that “the Convention remained one of the few international treaties related to the Council of Europe that our country has not denounced yet”.

“Nevertheless, our country's work in the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment has been blocked. Since December 2023, the Council of Europe has not allowed to elect representatives of the Russian Federation. We do not have any opportunity to fully participate in the work of this monitoring mechanism, and all requests for representation in the European Committee are ignored,” said Vyacheslav Volodin.
