Parliamentary Forum “Interparliamentary Cooperation for Responsible and Inclusive Artificial Intelligence”. The Forum is being held in the capital of Brazil, as it is Brazil’s chairmanship in 2025.
In his speech, the parliamentarian recalled that artificial intelligence “is undoubtedly one of the key and most important technologies of the 21st century”. “It is progressing rapidly, in two years almost from scratch, 60% of Russian companies have already been using or are testing artificial intelligence technologies,” he said.
“The Russian Federation is consistently developing its policy in the field of artificial intelligence, based on the principles of equality, trust, security and respect for the sovereignty of the state. These approaches are enshrined in key official documents, primarily in the National Strategy for the Development of AI, approved by President of Russia Vladimir Putin,” he emphasized.
At the same time, according to the First Deputy Chairman of the State Duma, analyzing the experience of using AI in more than 40 countries, he noted the lack of legal regulation in this area. “We agree that the parliaments of the BRICS countries should play an integral role in the development of national legal documents that ensure the transparency and ethics of the safe use of artificial intelligence,” added Alexander Zhukov.
“We consider it necessary to develop common international ethical standards and security measures in the field of AI,” he stressed and added that the Russian side had already developed and proposed its own ethical code in the field of artificial intelligence, which establishes common ethical principles and standards that should be followed by participants in AI field in their activity.
“We are ready to share our developments and experience with our colleagues. And we invite our fellow parliamentarians to consider the issue of creating an international expert group to develop balanced approaches regulating AI field,” said the First Deputy Chairman of the State Duma.
“We are convinced that BRICS is capable of not only expanding sectoral cooperation in the field of AI, but also developing joint approaches at relevant multilateral platforms, primarily at the UN,” concluded Alexander Zhukov.
