The State Duma developed amendments providing for the possibility of recognizing foreign organizations with foreign participation as undesirable in Russia

According to the parliamentarian, the current legislation does not provide for the possibility of recognizing such organizations as undesirable, since this legal protection mechanism applies only to foreign non-governmental organizations.

“Nevertheless, the Commission possesses materials about the participation of such structures in activities that pose a threat to the security of our country. In particular, I mean such things as developing sanctions, blocking investment projects, training agents of influence, meddling in elections, inciting national discord and much more,” emphasized Vasily Piskarev.

The draft laws developed by the members of the Commission propose to include foreign and international organizations, which founders or participants are government bodies of foreign states, in the list of organizations whose activities may be considered undesirable on the territory of Russia in accordance with the provisions of Article 3.1 of the Federal Law “On measures of influence on persons involved in violations of fundamental human rights and freedoms, rights and freedoms of citizens of the Russian Federation.”

In addition, it is proposed to make relevant changes to four federal laws, as well as to Article 20.33 of the Code of the Russian Federation on Administrative Offenses (“Participation in the activities of a foreign or international NGO, in respect of whose activities has been made a decision to recognize them undesirable on the territory of the Russian Federation”) and Article 284.1 of the Criminal Code of the Russian Federation (“Performing activities of a foreign or international NGO in respect of whose actions has been made a decision to recognize them as undesirable on the territory of the Russian Federation”).

“It is important that the amendments will not apply to international intergovernmental organizations of which Russia is a member state,” stressed Vasily Piskarev.
