The meeting of the inter-factional working group on biological security issues was held at the State Duma. It was chaired by the Deputy Chairwoman of the State Duma Irina

She recalled that the parliamentary investigation into the activities of the US biological laboratories in Ukraine helped reveal facts of the interest of the United States in dangerous viruses: “On the territory of Ukraine – just look where Africa is and where Ukraine is — for some reason there was huge interest in the Ebola virus.”
“We understand that the example of Ukraine show us that a bioinvasion has devastating consequences for the population and is a colossal enrichment resource for pharmaceutical companies and [from] the use of a particular territory as a testing side,” emphasized the Deputy Chairwoman of the State Duma.
“We want to share our concerns and ask, among other things, the Ministry of Foreign Affairs, Ministry of Health, and Ministry of Justice to study the issue from a legal standpoint. In particular, we have established that since 2010, the United States has been patenting a special strain of the EboBun virus. This is completely unprecedented: no one in the world has issued patents for viruses before,” Irina Yarovaya said at the meeting.
According to her, it is surprising that no one at the international level has yet expressed concern about that: “What kind of innovation is this in a unipolar world to patent viruses?”
“What is registration of a patent from a legal point of view? Does this mean the right to own, develop vaccines, medicines? What does it mean in general: a method for further biological occupation of other countries, limitation of sovereignty? Or does this mean that someone will create artificial viruses and pathogens, release them into their natural habitat and have the exclusive right to cure? There are a lot of questions,” added Irina Yarovaya.
The Deputy Chairwoman of the State Duma emphasized that those issues require a separate assessment and additional international discussion. “We are convinced that this is a testing mode. When the situation with the first patent is implemented, of course, the United States expects the reaction of the world community. If everyone is silent and everyone thinks that it is normal situation, then will there be a second, third, twentieth, and any other patent?” said the parliamentarian.
According to her, there is “a very specific tendency aimed at creating a monopoly to regulate the world population level.”
Irina Yarovaya also drew attention to the recent discussion of the non-existent disease X at the World Economic Forum in Davos. Since 2018, the WHO uses the notion “disease X” as an unknown disease, which, in their opinion, may appear. “None of the experts who participated in the discussion could explain what they meant. But at the same time, they mentioned the fact that WHO hypothetically did not exclude the emergence of a disease that could lead to death of 140 million people,” emphasized the parliamentarian.
